CCTV News: The Civil Aviation Administration recently revised and issued the "Rules on Market Access and Allocation of International Passenger Air Rights" (hereinafter referred to as the "Rules on Configuration"), which will come into effect on March 30, 2025.
The "Arrangement Rules" focus on the vision and goals of building an international aviation hub and a world-class airport cluster, building a world-class air transport enterprise, and building an international route network, and comprehensively revises the current allocation policy. First, we will further refine the hierarchical classification of air rights resources, aviation hubs and air transport enterprises in combination with factors such as operational characteristics and guarantee capabilities, and improve the scientificity and accuracy of air transport rights allocation management; second, scientifically set access conditions and requirements, reasonably regulate market access, and reduce the homogeneous and evil competition of domestic air transport enterprises; third, adjust the quantitative configuration as the main to the "directional-oriented, quantitative-assisted" configuration model driven by the functional positioning of the hub, and at the same time optimize the scoring index system to guide air transport enterprises to focus on the construction of international hubs and main bases; fourth, increase the efficiency indicators as an important reference for starting air transport rights allocation, reduce ineffective investment in capacity, and improve airline competitiveness and operational quality; fifth, strengthen the linkage between air transport rights allocation and safety supervision, and focus on ensuring that the operation qualifications and guarantee capabilities of international long-range routes are matched. In addition, the "Arrangement Rules" provide more convenience for flexible adjustment of air rights, and retain space for policy regulation for the allocation of air rights in emerging markets.
