After graduating from university, Xu has been engaged in software development in a confidential position in a key scientific research institute of my country and has received confidentiality education for a long time. Because he separated from his wife, Xu decided to resign and work in a certain city with his wife. After the interview, Xu was hired by a high-tech enterprise in the city.
Before resigning from the original unit, Xu learned that the new company's products were highly similar to the research results he had contacted with his old boss. So Xu had a bad idea. When it happened to be necessary to hand over a batch of confidential electronic files in project cooperation with foreign units, he took the opportunity to download a batch of confidential files from the original unit's software configuration management library to his work computer. After approval in the name of handover information, the relevant confidential files were burned into a CD and imported into his personal Internet laptop.

Once again and again, it was difficult to turn back
Soon, the new unit obtained a confidentiality certificate and was able to participate in some confidential projects. Xu was also classified as a general confidential person. Because of his early "successful" operation experience, Xu, knowing the confidentiality rules and regulations, repeatedly imported confidential documents from the new unit into his computer, thinking that he could delete them after using them.
It was not until the state security organs investigated that Xu suddenly realized and regretted it. After investigation, Xu imported 25 secret-level files from the original unit into a private Internet laptop; and imported 2 confidential files from the new unit into a private Internet laptop. In view of the active attitude during the inquiry period, Xu was actively cooperating with the investigation, and no confidential documents he illegally held were further leaked or disseminated, and no major real harm was caused, the state security organs, together with relevant units, imposed administrative penalties on Xu in accordance with the law. For the two units involved, the national security organs, in conjunction with relevant units, provide safety precaution reminders, guide the units involved to learn from this, strengthen measures to make up for loopholes, check safety precautions, further strengthen the management of confidential personnel's resignation period, and implement safety precautions. Relevant units shall implement rectification measures in accordance with the requirements of the national security organs and achieve good results.

Some job-changing personnel were lucky and "fighted" to the new unit with the results of the original unit, which not only violated the confidentiality agreement and the prohibition of competition agreement, but also violated the law. Confidential personnel must be nervous about the secrets in their hearts, strictly abide by the security and confidentiality laws and regulations and the unit’s confidentiality system, fulfill their security and confidentiality responsibilities and obligations, abide by the management regulations of the deconfidential period, and do not take away confidential business documents and items (including electronic documents) to avoid greed for small losses and making big mistakes; relevant units must assume the responsibility of counter-espionage security prevention, strengthen supervision and management of personnel of the unit, strengthen daily safety management of confidential matters, places, carriers and personnel, conduct regular or irregular problems, and promptly discover hidden dangers.
