The reporter learned from the press conference on the construction of a global digital economy benchmark city on the 20th that in 2024, Beijing made new progress in promoting the construction of a global digital economy benchmark city. The city's added value exceeded 2.2 trillion yuan, a year-on-year increase of 7.7%. Among them, the growth rate of added value of the core industry of the digital economy reached 10.1%, and innovative breakthroughs were achieved in many fields such as artificial intelligence and digital infrastructure.

1. Beijing has built a global source of innovation in artificial intelligence, and artificial intelligence technology has been continuously making breakthroughs. At present, Beijing has registered 105 large-scale models, the number is the highest in the country.

2. Beijing has been approved as the first national advanced manufacturing cluster in the field of artificial intelligence, and continues to promote the construction of a national pilot zone for innovative application of artificial intelligence. In 2024, there were more than 2,400 artificial intelligence companies in Beijing, and the revenue of core industries exceeded 300 billion.

3. Beijing has built a national leading digital infrastructure. Beijing has built a total of 133,900 5G base stations, with 61 5G base stations per 10,000 people, ranking first in the country. Complete IPv6 address pre-planning, and the municipal government external network backbone network supports IPv6 100%. The industrial Internet has added 8.8 billion identification resolutions. 8620P of intelligent computing power has been added, and the scale of intelligent computing power in Beijing exceeds 22,000P, forming the Beijing-Tianjin-Hebei-Mongolia and Beijing-Wingjing computing power supply corridor with the richest green computing resources in China. The number of satellites in orbit of various commercial constellations has reached 100.

4. Beijing has built the first artificial intelligence data training base in the country. The first data sandbox supervision system was created, more than 100 high-quality data sets were introduced, and 10 models including brain health medical models were completed. The cumulative data transaction volume of the Beijing International Big Data Exchange reached 5.9 billion yuan.

5. Beijing will build a leading domestic digital technology application test field and strive to promote the implementation of digital technology and product applications. The first meta-universe digital experience complex in the country has been landed in Shougang Park. Beidou Industrial Development Index ranks first in the country. Digital Vegetable has 19,700 sets of IoT devices. The scale of pilot transactions for digital RMB in Beijing-managed enterprises exceeded 19 billion yuan. The revenue scale of the digital advertising industry exceeded 150 billion yuan. The "Digital Axis" project was selected as a case collection of World Internet Conference.

6. Beijing builds a global opening-up pattern. Beijing's cross-border electronic contract signing platform has been built, and more than 14,000 certified enterprises have been accessed. Beijing has built the first digital economy enterprise overseas innovation service base in the country, and has attracted more than 70 professional teams to enter the operation service system.

Beijing focused on "global leadership" and "benchmark application" and formulated the "Key Points of Work in Beijing for Building a Global Digital Economy Benchmark City in 2025", and made every effort to achieve the goal of 8% growth in the added value of the digital economy throughout the year.

1. Make new developments in digital technology. Beijing will focus on cutting-edge technologies such as brain-computer interfaces and quantum information, and create intelligent software to make the software more "smart". Promote artificial intelligence big models to help scientific research and explore new scientific research models. Support enterprises to form digital technology innovation alliances, build international open source communities, and form an open and cooperative technological innovation ecosystem.

2. Strengthen the new foundation of infrastructure. Beijing will accelerate the deployment and application promotion of advanced networks and build more than 5,000 new 5G-A base stations. Promote the scale deployment of IPv6 in the city's basic network and promote the expansion and upgrading of the industrial Internet. Accelerate the construction of four public computing power centers including Haidian, Chaoyang, Yizhuang, and Jingxi, and promote the supply scale of intelligent computing power in Beijing to exceed 45,000 P.

3. Implement new reforms in the data element market. Beijing will implement more than 200 data element enterprises in the pilot area of ​​the data basic system. Promote the collection, governance and open use of public data, build five types of trusted data spaces including enterprises, industries, and cities, and publish a batch of high-value data sets.

4. Build new advantages in the digital industry. Beijing will improve the artificial intelligence industry ecosystem, cultivate new digital content business formats, build meta-universe service platforms such as digital human bases, and hold the World Humanoid Robot Games and the Robot Half Marathon "one meeting and one competition".

5. Open new scenarios for industrial digitalization. Beijing will open up artificial intelligence to empower students' learning and development, teacher teaching and other application scenarios, promote breakthroughs in the field of new drug development, lay out general models and industry vertical models for key demands in the manufacturing industry, and encourage financial institutions to use large models to improve the efficiency of credit assessment, operation management and capital management.

6. Promote new breakthroughs in benchmark projects. Beijing will accelerate the 4.0 phase expansion and upgrading of the high-level autonomous driving demonstration zone, and support the research and development of autonomous driving technologies such as roadside smart cameras and cross-modal integration of Leising and Vision. Build a digital twin city and promote the deep integration of the metaverse and urban space. Beijing will deploy a number of high-quality performances, ultra-high-definition live broadcasts, ultra-high-definition meta-space spaces in cultural tourism, and ultra-high-definition entertainment spaces in e-sports games.

7. Create a new pattern of "one zone, one product" in the digital economy. Beijing will promote the city’s districts to combine resource endowments to form a differentiated and distinctive digital economy development path. For example, support Haidian District to build a highland for artificial intelligence industry, support the Economic and Technological Development Zone to develop embodied intelligence, information innovation and future space industries, and support Dongcheng District to develop digital cultural and tourism industries.

8. Create a new environment for business in the digital economy. Beijing will thoroughly implement the pilot policy of expanding value-added telecommunications business opening up and support foreign-funded enterprises to apply for business licenses. Build a multi-level exchange and cooperation platform with the Global Digital Economy Conference as the main body. Support digital economy enterprises to use multi-level capital market financing and do a good job in cultivating small and medium-sized enterprises’ listing.
