In February this year, with the approval of the State Council, the State Administration for Market Regulation, in conjunction with the National Development and Reform Commission and other five departments, jointly issued the "Three-Year Action Plan for Optimizing the Consumption Environment (2025-2027)", with the core goal of building a virtuous cycle of "optimizing the consumption environment - boosting consumer confidence - expanding consumer demand". To this end, we will work closely with all departments to take a series of practical and effective measures, steadily advance the implementation of the three-year action plan, and strive to create a safe, reliable and reassuring consumption environment.

On the one hand, we must fully release market vitality and promote operators to make independent commitments and honest operations. As providers of goods and services, operators play a key role in optimizing the consumption environment. The State Administration for Market Regulation will actively organize resources from various regions, departments, industry associations, etc. to explore the use of standard guidance, credit incentives, financial empowerment and other measures to guide more operators to actively participate in the commitment activities for safe consumption, consciously fulfill their commitments, and achieve the transformation from passive response to active improvement, and provide consumers with better products and services.

On the other hand, supervision and law enforcement will be strictly carried out to ensure that consumers can consume safely and understand consumption. Safety is the basic prerequisite for safe consumption, and integrity is an important guarantee for safe consumption. The State Administration for Market Regulation will carry out special rectification actions to address market problems such as illegal addition of food, counterfeit and shoddy food, price fraud, and false propaganda that the public has strongly reflected, strengthen supervision of the recall of defective products, and make the market more safe, orderly and standardized.

Finally, we must make every effort to improve the effectiveness of consumer rights protection, so that consumers' rights protection is more convenient and worry-free. An efficient rights protection mechanism is an important guarantee for safe consumption. In 2024, the national market supervision departments accepted a total of 24.094 million complaints and reports, recovering 5.16 billion yuan of economic losses for consumers, an increase of 14.9% year-on-year. In the next step, the State Administration for Market Regulation will comprehensively upgrade the 12315 platform, strengthen the application of big data technology, promote the online resolution mechanism of consumer disputes, expand the grassroots consumer rights protection service network, and strive to resolve more consumer disputes in the bud, so as to achieve "zero distance" and "high efficiency" of consumer rights protection.
