CCTV News: According to the website of the Ministry of Civil Affairs, recently, the General Office of the Ministry of Civil Affairs issued the "Standards for Determination of Major Accidents in Mental Health Welfare Institutions" (hereinafter referred to as the "Standards"), requiring local civil affairs departments to use the "Standards" as an important basis for strengthening the safety management of mental health welfare institutions, implement the main responsibility for the investigation and control of major accidents in accordance with the law, organize the judgment and investigation and control of major accidents regularly, and resolutely prevent and curb the occurrence of major accidents.
The Standards clearly state that if mental health welfare institutions fail to implement relevant laws, regulations and relevant standards for production safety, and may cause major casualties and major property losses, they should be judged as having major accident hazards.
The Standards clarifies 17 specific situations that should be judged as major accident hazards from four aspects: facilities and equipment, qualifications, daily management, other major accident hazards that may lead to major casualties and major property losses, and provides a basis for judging local civil affairs departments and mental health welfare institutions to investigate and rectify major accident hazards.
The Standard proposes that if the situation is complex and it is difficult to directly determine whether it is a major accident hazard, local civil affairs departments may consult relevant departments or organize relevant experts to conduct a comprehensive judgment based on relevant laws, regulations and standards, etc.
