CCTV News: According to the Ministry of Transport, promoting the digital transformation and upgrading of highway and water transportation infrastructure is an important measure to implement the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee and accelerate the construction of a strong transportation country. In order to promote the formation of a batch of replicable and popularizable advanced experiences and typical results, the Ministry of Transport recently issued relevant opinions and determined the first batch of 15 special pilot tasks for the digital transformation and upgrading of highway and water transportation infrastructure to a strong transportation country.

The pilot tasks are led by the first batch of transportation departments in relevant provinces included in the digital transformation and upgrading policies for transportation infrastructure. The task content focuses on four key directions: First, focus on the digital and universal upgrading of transportation services, promote information interconnection and linkage of "one road, multiple parties" and "zhanggang area ships", carry out cross-departmental and cross-regional coordinated dispatching system and mechanism construction, and accelerate the creation of "one network" and accompanying services. The second is to focus on improving infrastructure security protection capabilities, rely on infrastructure systematic deployment of perception, transmission and control equipment, carry out intelligent integration of multi-source data, and improve the security prevention and control system and mechanism of "one point, one policy, regional coordination". The third is to focus on the development and utilization of transportation data elements, accelerate the construction of a digital base with unified standards, layered decoupling, integrated integration, and explore the construction of a full-chain and diversified transportation industry data operation system. Fourth, focus on the coordinated innovation and development of industries, promote the deep integration and application of new technologies such as 5G, big data, and artificial intelligence with infrastructure, actively and steadily promote the development of industries such as vehicle-road cloud and ship-shore cloud, and improve the policy innovation environment.

The opinions require the pilot implementation units to establish and improve the working mechanism, refine the work plan, clarify the implementation plan and division of responsibilities, implement support and guarantee measures, and timely summarize the progress of the implementation of the pilot tasks to ensure the progress and quality of the pilot tasks.

In the next step, around the pilot work, the Ministry of Transport will strengthen work coordination, promote the digital transformation of traditional infrastructure, give full play to the demonstration and leading role of the first batch of pilot tasks, strengthen the promotion and application of pilot results, and effectively improve public service capabilities, industry management efficiency and industrial collaborative innovation level.
