The first is to optimize the subsidy process. We will aim to make the subsidy application process simple and easy to use and quick, reasonably optimize the subsidy application process, and while ensuring the safety of funds, we will minimize the operational links of consumers as much as possible, and at the same time enrich payment channels to better meet consumers' diversified and convenient payment needs and improve the consumption experience of the people.
The second is to adhere to fairness and justice. Support different brands and models of products that meet the conditions to participate in subsidies. Whether it is domestically-funded, foreign-funded enterprises, state-owned and private enterprises, large enterprises or small and medium-sized enterprises, whether it is online platform enterprises or offline physical enterprises, they can all participate in the subsidy policy openly and equally. All localities will reasonably determine and update the list of participating entities in a timely manner. Those who have serious breach of trust and serious violations of laws and regulations shall not participate in subsidies.
The third is to strengthen fund management. Products such as mobile phones are small in size, high in unit prices, strong liquidity, and are difficult to prevent and control risks of subsidy funds. We will strengthen data empowerment, verify the authenticity and uniqueness of consumers' relevant information and transactions, and severely crack down on fraudulent subsidy and fraudulent subsidy behaviors such as selling multiple units in one machine and false transactions in accordance with the law.
