A reporter asked: Chengdu and Chongqing are two important growth poles in this region. What are the achievements in driving the common development of surrounding areas in recent years? How to solve the "big city disease", promote small and medium-sized cities to make up for shortcomings and weaknesses, and further promote spatial pattern optimization? What are the next considerations?

Chen Yajun, deputy secretary-general of the National Development and Reform Commission, introduced that in recent years, the National Development and Reform Commission has, in accordance with the requirements of establishing the "one game of chess" and singing the "two cities" well, has worked with relevant departments and the two places to highlight the "two cities" leadership, strengthen the interaction of "double circles" and promote the coordination of "two wings". The spatial pattern of the two-city economic circle is constantly being optimized.

In terms of "Two Cities", the role of Chongqing's main city as an advanced manufacturing base is constantly increasing. Chengdu has successfully held the World College Games, and the comprehensive competitiveness of the two cities has continued to improve, becoming an important engine for high-quality development in the western region. Of course, the leadership of "two cities" is not just about expanding the two cities, but about promoting the transformation of urban development mode from external expansion to internal improvement. Over the past five years, Chongqing has accelerated the promotion of high-quality development and high-quality life, Chengdu has carried out the construction of park cities in a solid manner, and the livability and resilience and safety levels of the city have been steadily improved.

In terms of "double circles", the pace of construction of Chengdu metropolitan circles and Chongqing metropolitan circles is accelerating, and the level of urbanization is constantly improving. First of all, in terms of commuting circle construction, a number of urban (suburban) railways including Bishan to Tongliang, Chengdu to Ziyang have been completed and opened to traffic, Guang'an to Chongqing have been opened for operation, and there are 17 cross-city bus lines in Chengdu metropolitan area, making cross-city commuting more convenient. The second is the construction of the industrial circle. Chongqing supports the leapfrog development of advanced manufacturing in western Chongqing. The three major industrial belts of Chengde Port economy, Chengmei High-tech, and Chengzi Airport Economics have been initially formed. The division of labor and cooperation model of "headquarters + bases" and "R&D + manufacturing" is more sound. Once again, the construction of the living circle has been carried out. 31 matters in Chongqing and Guang'an have been handled. The Chengdu Metropolitan Area has launched three batches of convenient living activities in the same city. Direct settlement for inpatient and outpatient medical treatment in the metropolitan area has been fully realized, making cross-city life more convenient. In particular, the average daily passenger flow of trains between the "Twin Cities" has reached 70,000. The cooperation between the western Yu area connecting the "Twin Cities" and the four cities in Sichuan has been continuously strengthened, and the trend of the "Twin Cities" is becoming more prominent.

In terms of the "two wings", from the perspective of the northern wing, the integration of Northeast Chongqing and Northeast Sichuan has been steadily advancing, the two places jointly build and operate the second phase of Xintian Port project, Wandakai jointly cultivates advanced materials and other industrial clusters, and Liangping, Changshou, Guang'an and other places jointly explore the mechanism for realizing the value of ecological products. From the perspective of the southern wing, southern Sichuan and western Chongqing have explored the establishment of a coordination mechanism for cross-regional industrial transfer, and Luzhou, Yongchuan and Jiangjin have accelerated coordinated development in the fields of automobile and motorcycle new materials.

Chen Yajun said that the next step will be to promote Chongqing and Chengdu to accelerate the transformation of development mode, focus on using the big to lead the small and point to lead the whole, cultivate and develop modern urban circles, promote urbanization construction with county towns as important carriers, and promote more coordinated development of large, medium and small cities. At the same time, further strengthen the leadership and driving of the Twin Cities Economic Circle in surrounding underdeveloped areas such as Qinba Mountains, Wuling Mountains, Wumeng Mountains, and Xiaoliangshan Mountains, and continuously improve the level of regional coordinated development.
