CCTV News: The Hainan Provincial Department of Commerce issued the "Announcement on Implementing the 2025 Hainan Province Home Appliances, Mobile Phones and other digital products, home decoration and home furnishing replacement subsidy policy" on January 18. According to the "Announcement", the subsidy policy for new home appliances, mobile phones and other digital products, home decoration and home furnishings in Hainan Province will be implemented from January 20, 2025, of which the subsidy of up to 500 yuan can be enjoyed for buying a mobile phone. The full text is as follows: 1. Subsidy scope and standards (I) Home appliances.

Product scope I: 12 types of home appliances such as refrigerators (including freezers), washing machines (including washing and drying), TVs, air conditioners (including central air conditioners), computers (excluding flat panels), water heaters (including wall-mounted stoves), household stoves (including integrated stoves), range hoods, water purifiers (machines), microwave ovens, rice cookers, dishwashers, etc., will be given a one-time purchase of new subsidies.

The subsidy standard is 15% of the final sales price of the above products. For products with level 1 or above energy efficiency or water efficiency standards, an additional 5% subsidy will be given to the final sales price of the product. Each consumer can subsidize 1 piece for each product (up to 3 pieces for air conditioning products), and the subsidy for each piece shall not exceed 2,000 yuan.

Product scope II: 10 types of home appliances such as electric fans, air purifiers, projectors, dryers (including clothes dryers), steaming and baking machines, sweeping (mopping) robots, dehumidifiers, induction cookers, vacuum cleaners, disinfection cupboards, etc. will be given a one-time purchase subsidy. For products with energy efficiency or water efficiency standards of Level 2 or above, the subsidy standard is 15% of the final sales price of the product; for products with energy efficiency or water efficiency standards of Level 1 or above, an additional subsidy of 5% of the final sales price of the product will be given; for products with other grades or no energy consumption levels, the subsidy standard is 10% of the final sales price of the product. Each consumer can subsidize one item for each type of product, and the subsidy for each item shall not exceed 2,000 yuan.

(II) Mobile phones and other digital products.

A new one-time purchase subsidy will be given to purchase three types of digital products (single-piece sales price not exceeding 6,000 yuan). The subsidy standard is 15% of the final sales price. Each consumer can subsidize one piece for each type of product, and each piece will be subsidized by no more than 500 yuan.

(III) Home decoration and home furnishing products.

A one-time subsidy will be given to 12 types of home decoration and home products such as whole-house smart products (including systems and products), furniture (including bed frames, sofas, tables, chairs, wardrobes, mattresses), wooden floors, ceramic tiles, sanitary ware (including bathtubs, toilets, basins, faucets, showers, mop pools, shower rooms, etc.), customized overall cabinets, doors and windows, door locks (smart locks), latex paint, lamps, curtains, ceilings, and four types of aging-friendly products such as massage chairs, wheelchairs, shower chairs, and toilet benches. The subsidy standard is 15% of the sales price (the sales price is based on the invoices issued in our province, with each type of product being subsidized once, and each type of subsidy shall not exceed 3,000 yuan.

2. Subsidy objects

In 2025, the subsidy objects for renewal of digital products such as home appliances, home decoration, mobile phones, etc. in Hainan Province are all individual consumers. Individual consumers who have enjoyed the subsidy for exchange of old for certain types of home appliances and home decoration products in 2024 can continue to enjoy subsidies for purchasing similar products in 2025.

3. Subsidy implementation time

The above three subsidy activities will be implemented from January 20, 2025.

4. Participation method

(I) After individual consumers download UnionPay Cloud Flash Payment APP and bind their personal bank card to complete real-name authentication, they will enter the "Government Consumption Coupons" column from the homepage, and click the "2025 Hainan Province Home Appliances and Mobile Digital Product Subsidy" column according to the product category purchased, and enjoy the subsidy according to the system prompts.

(II) Consumers can view the merchant address information of the subsidized activities in "Event Participating Merchants".

(III) For offline purchase of subsidized products that meet the conditions, please use special POS equipment to settle the payment method. For details on online purchase payment methods, please refer to the platform announcement. Offline merchants can accept consumer payments through UnionPay terminals, and uniformly pay and write-off subsidy qualifications. For details on the number of items that can be purchased in the same product category, please refer to the application page prompts.

(IV) If a consumer returns an order that uses subsidy qualifications, the actual payment amount of the consumer will be returned through the original payment channel, and the refund does not include the subsidy funds.

(V) Consumers who purchase digital products such as mobile phones should cooperate with the merchant to complete product activation, photo upload of activation pages, etc. to ensure that they enjoy the replacement subsidy normally.

(VI) If consumers need to consult information about the activity, they can call 95516 or consult the local commercial department.

5. Relevant requirements for the competent commercial departments of all cities and counties to guide the entities to operate honestly and publicly promise product sales prices in accordance with provincial work requirements. If they find that they fail to fulfill their price commitments and “price increases first and then discounts”, they should be disqualified from participating in the activities as soon as possible and state subsidy funds should be recovered. If the circumstances are serious, they should be dealt with seriously in accordance with the law. Through policy implementation, market entities should be encouraged and guided to provide consumers with integrated services for delivering new and old goods through self-built recycling channels and cooperating with recycling companies.
