Beijing Yanqing District restores independent establishment of township forestry work institutions.

The website of the National Forestry and Grassland Administration recently quoted the Beijing Forestry Work Station as saying that in order to further consolidate the foundation of grassroots forestry work, Beijing Yanqing District took the opportunity of a new round of township institutional reform to optimize some township internal institutions and public institutions and launched a pilot program for independent establishment of township forestry work institutions.

The news said that Yanqing District is an important ecological barrier in the northwest of the capital. Focusing on the functional positioning of ecological conservation areas, strengthening forest resource protection and promoting green development has a heavy task. In the last round of township institutional reform in Beijing, the district in accordance with the relevant spirit of "street and township whistle blowing and department reporting" work and the requirements of "flattening" and "large department system", all 15 township forestry stations were sinking to townships. The original ecological environment protection center is responsible for landscaping and also undertakes responsibilities such as ecological environment, transportation, and water affairs. It has complicated work, strong professionalism, and limited staffing. Especially with the comprehensive advancement of Beijing's garden city construction, problems such as insufficient strength, insufficient capabilities, and insufficient management in the front-line forestry industry are becoming increasingly prominent. Based on in-depth investigation and research and extensive solicitation of opinions, Yanqing District adopts the method of withdrawing institutions and increasing and decreasing institutions to solve the problems of the construction and development of grassroots forest-related institutions. The District Party Committee Organization Department issued a document to clarify that a landscaping management center will be established in Shenjiaying Town and Zhenzhuquan Township to be responsible for landscaping. Recently, all functions and personnel transfers of the landscaping management centers in Shenjiaying Town and Zhenzhuquan Township have been completed. The original ecological environment protection center was renamed as the Environmental Water Management Center, and the convenience service center was no longer retained.

In recent years, grassroots forestry and grassland institutions in some regions have been restored to independent settings. As reported by Great Wall Network, in 2024, eight counties including Zanhuang County, Jingxing County, Pingshan County, Zhangjiakou City, Wei County, Chicheng County, Zhuolu County, Qinhuangdao City, Qinglong Manchu Autonomous County, and She County, Handan City, will resume separate forestry and grassland institutions. According to statistics, at present, five counties and districts in Zhangjiakou have independently set up forest and grass institutions, including Huailai County, Wei County, Chicheng County, Zhuolu County and Chongli District, providing strong support for fighting the battle of the Three Norths Project, solidly promoting forest and grass ecological construction, and comprehensively building a solid ecological security barrier in the Beijing-Tianjin-Hebei region.
