In order to further play the role of social supervision of production safety and promote the transformation of production safety governance model to pre-prevention, the Ministry of Emergency Management recently selected and published four typical cases of production safety reporting from the reported cases seriously investigated and dealt with in various places.

Case 1: Reporting and investigating illegal storage of hazardous chemicals

In June 2024, the Shandong Provincial Emergency Management Department received a report from the public online, reporting that a gas station in Heze City had privately installed and buried 9 oil tanks without exhaust holes and oil and gas recovery devices, which poses safety hazards. After investigation, it was found that the gas station privately installed 8 buried storage tanks, and did not carry out safety evaluation and safety facility design. The storage method and quantity of hazardous chemicals (diesel) did not meet national standards, and the report was true. The above behavior violates the relevant provisions of the "Regulations on the Safety Management of Hazardous Chemicals", and the Heze Municipal Emergency Management Bureau imposed administrative penalties in accordance with the law.

Case 2: Reporting and investigating illegal production and construction

In July 2024, the Emergency Management Department of the Xinjiang Uygur Autonomous Region received a report from the public online, reporting that the safety facilities design of a chemical enterprise in Keping County, Aksu Prefecture did not report to the examination in accordance with regulations and illegal production and construction. After investigation, it was found that the safety facilities design of the construction project used by the enterprise to produce and store dangerous goods was illegally produced and constructed without the review and approval of the relevant departments, and the report was true. The above behavior violates the relevant provisions of the "Production Safety Law of the People's Republic of China", and the Keping County Emergency Management Bureau imposed administrative penalties in accordance with the law.

In October 2024, the Emergency Management Bureau of Fu'an City, Fujian Province received a report from the public online, reflecting that several employees of a Fu'an Agricultural Machinery Co., Ltd. had not obtained special operations licenses for welding and thermal cutting operations to conduct welding operations. After investigation, it was found that five employees in the production workshop of the company did not obtain special operation certificates for welding and thermal cutting operations and were engaged in electric welding operations, and the report was true. The above behavior violates the relevant provisions of the "Production Safety Law of the People's Republic of China", and the Fu'an Emergency Management Bureau imposed administrative penalties in accordance with the law.

In January 2025, the Emergency Management Bureau of Zhaohua District, Guangyuan City, Sichuan Province received a call from the public, reporting that a fireworks and firecrackers were sold in another place in a fireworks and firecrackers in Zhaohua District. After investigation, the store changed its retail location during the validity period of the retail license and did not reapply for a retail license, and the report is true. The above behavior violates the relevant provisions of the "Implementation Measures for the Implementation of Fireworks and Firecrackers Business License", and the Zhaohua District Emergency Management Bureau imposed administrative penalties in accordance with the law.
