On March 31, the national standard "Residential Project Code" (hereinafter referred to as "Specification") was released, aiming at safety, comfort, greenness and wisdom, and stipulates the construction, use and maintenance of residential projects in terms of scale, layout, functions, performance and key technical measures.

The specification puts forward the bottom line requirements for residential projects. It is reported that the specification will be implemented from May 1 this year. What are the contents worth paying attention to? What upgrades will it bring to the people’s living experience? The reporter conducted an interview.

Focus ① The floor height of a newly built residential building shall not be less than 3 meters

The floor height is the vertical distance between the two adjacent floors of the upper and lower floors. According to the specifications, the floor height of newly built residential buildings is upgraded to "no less than 3 meters". Zeng Yu, chief architect of the Architectural Design Institute of China Academy of Architectural Sciences Co., Ltd., introduced that the specification has increased the floor height by 20 cm, which can give the interior better natural lighting and natural ventilation, give residents a better spatial experience, provide conditions for diversified decoration, etc., and enhance functional flexibility.

Focus ② Elevators are installed on residential buildings with 4th floors and above

The specification requires elevators are installed on residential buildings with 4th floors and above.

Zeng Yu said that my country has entered a moderately aging society, and it is difficult for the elderly to get up and down stairs. Setting up elevators from the fourth floor can meet the needs of aging and facilitate residents' daily travel and transportation of heavy objects.

At present, a large number of multi-story residential buildings have the need to install elevators, but due to the limitations of multiple factors, it is very difficult to implement. "It is stipulated that the installation of elevators on the 4th floor of newly built residential buildings can basically cover most residential buildings to avoid the problem of installing elevators in the future." Zeng Yu introduced.

Not only that, the specification also requires that the public mobile communication signals of residential buildings can cover public spaces and elevator cars. When there is an emergency, you can contact the outside world in a timely manner to enhance the sense of security of the residents.

Concern③ Improve the sound insulation performance of walls and floors

According to the survey, there are many complaints caused by noise. This specification improves the acoustic insulation performance of the bedroom living room partition wall and the rooms on both sides of the separate floor, as well as the impact sound insulation performance of the separate floor. In addition, noise limit requirements are put forward for structural noise and bathroom drainage noise propagating construction equipment to bedrooms and living rooms.

Yan Guojun, director of the Acoustic Environment Research Center of China Academy of Architectural Sciences Co., Ltd., introduced that the standards have improved the requirements for residential acoustic environment indicators, which can effectively reduce noise interference.

Concern④ The system puts forward requirements for barrier-free and age-friendly construction

This specification puts forward a series of requirements for barrier-free and age-friendly construction. For example, handrails or reserved installation conditions are required next to toilets and baths in the bathroom; each residential unit should have at least one barrier-free public entrance and exit; the clear width requirement for the door and bathroom door is increased to facilitate the elderly to enter and exit in or in a wheelchair; and requirements such as elevator car size and emergency call button height are proposed.

Concern⑤ Every house has rooms that meet the sunshine standards

The quality of the indoor thermal environment is related to the feeling of "cold and cold" and is a key performance indicator to ensure human health and comfort and improve living satisfaction. The specification puts forward basic performance requirements for residential buildings from three aspects: winter insulation, summer insulation and building ventilation.

"Summer hot summer and cold winter areas are hot in summer and cold in winter. From the perspective of livability, certain measures need to be taken to ensure the indoor thermal environment." Wang Qingqin, a professor-level senior engineer at China Academy of Building Sciences Co., Ltd., introduced that this specification takes into account the needs of the people in winter heating in areas such as the Yangtze River Basin, and stipulates that residential buildings in areas with hot summer and cold winter areas should be equipped with heating, air conditioning facilities or reserved installation locations.

Sunlight is very important for people's physiological and mental health. This specification requires that every house has rooms that meet the Rizhao standards. Experts said that this also requires that standardized design of residential projects should not only control the building spacing, but also optimize the graphic design and consider the reasonable layout of indoor space.

For hidden dangers such as falling objects at high altitudes and injuring people, relevant regulations have also been made, such as requiring railings to have measures to prevent climbing and objects from falling, and requiring a canopy at the entrances and exits of units. The specification also requires that the outdoor air conditioner be installed on a special platform.

In terms of electrical aspects, the specifications stipulate the installation requirements and number of power sockets for each residential house. In addition to making provisions on the setting of power sockets for fixed household appliances such as washing machines, refrigerators, and range hoods, the number of power sockets in kitchens has also been increased to improve the convenience of use.

"The new norms combine with my country's residential project construction practice in recent years, based on the evaluation of the implementation of the current residential standards, and have been widely solicited opinions and full demonstrations, and follow the principle of "economic rationality, safety and durability, people-oriented, healthy and comfortable, adapted to local conditions, green and low-carbon, empowered by science and technology, and convenient for wisdom" and will more effectively support the high-quality development of urban housing."
