Fu Cong said that UN Secretary-General Guterres pointed out in his report that the recent sudden change in the situation in Syria, terrorist organizations may take advantage of the chaos and their arsenal may fall into the hands of terrorists, and the international community should keep a close eye on this. Recently, Syria awarded senior positions to foreign terrorist fighters, including the terrorist organization "Turkstan Islamic Party" listed by the Security Council, which is the leader of the "East Islamic Movement". China expressed serious concerns about this.
China urges the Syrian authorities to fulfill their anti-terrorism obligations and prevent any terrorists from using Syrian territory to threaten the security of other countries. A large number of foreign terrorist fighters have been stranded in Syria for a long time, causing serious security risks. China supports accelerating the repatriation process and calls on relevant countries to take back their own personnel as soon as possible.
Fu Cong said that terrorist organizations such as the "Islamic State", "Al-Qaeda", and "East Iran" are very active in Afghanistan and are connected with each other, which not only undermines the security situation in Afghanistan, but also poses a threat to regional and international peace and security. China calls on the Afghan Provisional Government to take visual and verifiable actions to disintegrate and eliminate all terrorist organizations in Afghanistan. China supports countries in Central Asia and the SCO to strengthen cooperation with Afghanistan, work together to respond to terrorist security challenges, help Afghanistan integrate into regional economic cooperation, and eradicate the breeding ground for terrorism.
Fu Cong said that Africa is becoming a new frontier for international counter-terrorism. Inadequate anti-terrorism capabilities are a problem faced by many African countries. The international community should increase support in terms of funds, equipment, intelligence, human resources, logistics supplies, etc. The United Nations and its partners should strengthen cooperation with regional organizations such as the African Union and support Africa in strengthening its anti-terrorism capabilities and the construction of anti-terrorism institutions.
