The opinions focus on supporting the development of new quality productivity, highlighting the deepening of comprehensive reform of investment and financing in the capital market, enhancing the inclusiveness and adaptability of the system, and promoting the gathering of factor resources to major strategies, key areas and weak links such as scientific and technological innovation, advanced manufacturing, green and low-carbon, and inclusive people's livelihood. The opinions put forward 18 policy measures on strengthening financial services for the entire chain and life cycle of technology-based enterprises, enriching the product system of the capital market to promote green and low-carbon transformation, improving the efficiency of the capital market for inclusive finance, promoting the capital market to better meet the needs of diversified pension finance, accelerating the promotion of digital and intelligent empowering the capital market, strengthening the service capabilities of industry institutions' finance, and enhancing the capital market's joint efforts to do a good job in finance.
Zhou Xiaozhou, spokesperson of the China Securities Regulatory Commission, said that his opinions are an important measure to implement the new "Nine National Regulations" and further comprehensively deepen capital market reform, and are also an important part of the "1+N" policy system of the capital market. The China Securities Regulatory Commission will improve its working mechanism, refine division of labor arrangements, and earnestly implement various policies and measures.
