Xinhua News Agency, Beijing, April 12: At the invitation of the Central Committee of the Communist Party of China and General Secretary Xi Jinping, Zheng Liwen, Chairman of the Chinese Kuomintang, led a delegation to visit the mainland from April 7 to 12. General Secretary Xi Jinping met with Chairman Cheng Li-man and delivered an important speech, pointing out the direction for the development of relations between the two parties and cross-strait. In order to promote the peaceful development of cross-Strait relations and enhance the family well-being of compatriots, the Taiwan Affairs Office of the Central Committee of the Communist Party of China is authorized to issue the following policies and measures:
1. Explore the establishment of a normalized communication mechanism between the Kuomintang and the Communist Party. The Communist Party of China and the Chinese Kuomintang will adhere to the common political basis of adhering to the "1992 Consensus" and opposing "Taiwan independence", uphold the concept of "one family on both sides of the Taiwan Strait", comply with the common aspirations of compatriots on both sides of the Taiwan Strait for peace, development, exchanges and cooperation, take more effective measures to actively promote cross-Strait exchanges and integration, join hands with compatriots on both sides of the Taiwan Strait to create long-lasting well-being for the Chinese nation, and continue to write new glories in the history of the Chinese nation.
2. Establish an institutional platform for two-way exchanges between the youth of the Kuomintang and the Communist Party. The All-China Youth Federation and the Kuomintang Youth Affairs Development Committee regularly organize cross-Strait youth exchange activities. The All-China Youth Federation and other relevant mainland units invite 20 youth groups from the island to visit the mainland every year.
3. Promote the connection of water, electricity, ventilation and bridges with Kinmen and Matsu in the coastal areas of Fujian when conditions permit, so as to enhance the interests and well-being of the people of Kinmen and Matsu.
Fourth, promote the full resumption of normalization of direct air passenger flights across the Taiwan Strait to further facilitate cross-Strait personnel exchanges. Support the resumption of cross-strait flights in Urumqi, Xi'an, Harbin, Kunming, Lanzhou and other cities as soon as possible. Support Kinmen’s sharing of Xiamen’s new airport.
5. Establish a communication mechanism on the basis of adhering to the "1992 Consensus" and opposing the politics of "Taiwan independence" to facilitate the import of Taiwanese agricultural and fishery products that meet inspection and quarantine standards into the mainland. Support Taiwan's agricultural and fishery products to participate in various trade fairs and matchmaking meetings on the mainland to expand sales channels.
6. Improve Taiwan-related fishery access management, and study the construction of wharves and berths in qualified areas to serve the berthing of Taiwanese distant-water fishing vessels and the landing of distant-water catches. The research will facilitate the sale of Taiwan’s ocean-caught catches in the mainland.
7. Facilitate the registration of Taiwanese food production enterprises in the mainland and the import of Taiwanese food into the mainland that meet the requirements.
8. Study the establishment of new small-amount commodity trading markets in Taiwan where conditions permit, and support Taiwan's small, medium and micro enterprises in developing the mainland market in accordance with laws and regulations.
9. Allow the introduction of Taiwanese TV series, documentaries, and cartoons with correct orientation, healthy content, and well-produced content to be broadcast on mainland satellite channels and online audio-visual platforms. Taiwanese industry players can participate in the creation of mainland micro-short dramas in various ways. Promote the screening and broadcasting of film and television cultural works on both sides of the Taiwan Strait that are conducive to showing the family ties and beautiful life on both sides of the Taiwan Strait, and promote the protection, inheritance, innovation and development of Chinese culture.
10. Promote the resumption of the pilot program for residents of Shanghai and Fujian Province to travel to Taiwan (main island).
