Xinhua News Agency, Beijing, March 18 (Li Hanfang, Tian Xiangyu) Chen Binhua, spokesman for the Taiwan Affairs Office of the State Council, said at a regular press conference on the 18th that we will thoroughly implement the Party's overall strategy for solving the Taiwan issue in the new era, and in accordance with the requirements of the "15th Five-Year Plan" outline, unite the majority of Taiwan compatriots, grasp the historical trend, actively promote the peaceful development and integrated development of cross-Strait relations, and jointly pursue the great cause of motherland reunification and national rejuvenation.

A reporter asked that the Fourth Session of the 14th National People's Congress approved the "15th Five-Year Plan" outline. What is your interpretation of the Taiwan-related chapter in the outline? How will the Taiwan Affairs Office of the State Council implement this? Chen Binhua made the above remarks when answering questions.

He said that the "15th Five-Year Plan" outline provides a top-level design and strategic outline for the work on Taiwan during the "15th Five-Year Plan" period, and clarifies the goals and tasks of promoting the peaceful development of cross-Strait relations and advancing the great cause of reunification of the motherland in the process of comprehensively building a modern and powerful socialist country. The outline clearly states that we must thoroughly implement the Party's overall strategy for resolving the Taiwan issue in the new era, adhere to the one-China principle and the "1992 Consensus," resolutely combat "Taiwan independence" separatist forces, oppose interference from external forces, maintain peace and stability across the Taiwan Strait, firmly grasp the initiative in cross-Strait relations, enhance the well-being of compatriots on both sides of the Strait, and firmly protect the common home of the Chinese nation. In terms of specific arrangements, the first is to promote cross-strait economic cooperation. The second is to deepen cross-strait exchanges.

When answering relevant questions, Chen Binhua also pointed out that in the next five years, we will continue to introduce policies and measures to smooth and facilitate cross-strait personnel exchanges, continue to expand and deepen cross-strait exchanges and cooperation in all fields and at all levels, strive to restore and expand cross-strait tourism exchanges and cooperation, and promote closer exchanges and deeper exchanges between compatriots on both sides of the strait. Chen Binhua also said that the "15th Five-Year Plan" is a period of great development for the mainland, and it is also a period when Taiwan compatriots and Taiwanese companies can make great achievements. In terms of upgrading traditional industries, Taiwanese companies can realize digital transformation and intelligent upgrading through upstream and downstream collaborative innovation, and radiate high-end, intelligent, and green vitality. In terms of strengthening emerging industries, Taiwanese companies can develop new technologies, new products, and new scenarios, enter new fields and new tracks, and leap to the high end of the industrial chain and value chain. This year's government work report emphasized "resolutely combating the 'Taiwan independence' separatist forces." Chen Binhua responded to this question by saying that the "Taiwan independence" separatist forces have seriously damaged national sovereignty and territorial integrity and incited cross-strait confrontation. They are the biggest threat to peace and stability across the Taiwan Strait and will only bring serious harm to Taiwan compatriots. On the principled issue of safeguarding national sovereignty and territorial integrity, our will is rock-solid and our attitude remains consistent. We will never tolerate or condone any form of "Taiwan independence" separatist activities, and have full confidence and strong capabilities to thwart any form of "Taiwan independence" separatist plots. The more provocative "Taiwan independence" becomes, the harder we will strike. We hope that Taiwan compatriots will recognize the extreme danger and harm of "Taiwan independence" separatism, work with us to resolutely combat "Taiwan independence" separatist forces, take practical actions to safeguard their own security and well-being and peace and stability across the Taiwan Strait, and promote the peaceful development of cross-Strait relations.

In 2026, the mainland's "fighting for independence through law" will intensify its efforts and the methods will be richer. In response to this question, Chen Binhua said that using criminal justice methods to punish criminals who incite separatism is a legitimate and necessary move to safeguard national sovereignty, security and development interests. "Taiwan independence" is a dead end. We will never allow "Taiwan independence" separatist forces to separate Taiwan from China in any name or by any means. "Taiwan independence" elements who dare to test the law will be severely punished by the judiciary.
