Xinhua News Agency, Beijing, January 15 (Reporter Jiang Lin) The reporter learned from the Ministry of Human Resources and Social Security on the 15th that the Ministry of Human Resources and Social Security, the Ministry of Finance and other four departments recently issued the "Notice on Further Improving the Quality and Efficiency of Unemployment Insurance Services", requiring the continuous promotion of the "speed-up processing" of unemployment insurance benefits applications. The agency must complete the review within 10 working days from the date of receipt of the application. If the review fails, the reasons and methods of disposal should be explained to the unemployed in a timely and accurate manner.
The relevant person in charge of the Unemployment Insurance Department of the Ministry of Human Resources and Social Security said that the issuance of the notice is to effectively protect the basic life of unemployed people, further open up channels for applying for unemployment insurance benefits, and ensure the bottom line of people's livelihood.
The notice proposes that all localities should actively promote the integrated processing of unemployment insurance applications and unemployment registration. After the agency accepts the unemployment insurance application, it will push the information of persons who meet other statutory conditions for receiving unemployment insurance but have not yet completed unemployment registration to the public employment service agency, and unemployment insurance benefits will be paid in a timely manner if the unemployment registration is completed.
All localities should strengthen the protection of older unemployed people and make good connections to transition personnel policies. For those who are receiving unemployment insurance benefits (including renewal) on December 31, 2024, who have expired (approved renewal) and whose statutory retirement age is more than one year after the implementation of the statutory retirement age, but whose statutory retirement age is less than one year before the implementation of the reform, upon application, unemployment insurance benefits may continue to be issued until the statutory retirement age before the implementation of the reform, and the benefits will not be renewed again after the expiration of the benefits.
The agency shall handle the employee medical insurance (including maternity insurance) insurance and payment procedures for those who receive unemployment insurance benefits in accordance with regulations. If the employee medical insurance has been participated in employee medical insurance as a flexible employment person, the agency shall promptly inform the reasons and apply for it to pay the employee medical insurance premium that has not been successfully paid during the period of receiving the funds but has actually paid the employee medical insurance premium. The payment amount shall not be higher than the local payment standard; if the individual's actual payment fee is lower than the local payment standard, the payment shall be based on the actual payment.
According to data from the Ministry of Human Resources and Social Security, in the first three quarters of 2024, my country issued unemployment insurance benefits, paid on behalf of basic medical insurance, maternity insurance premiums, temporary price subsidies and other unemployment insurance benefits to 7.53 million unemployed people who meet the conditions.
