CCTV News: The China Entry and Exit Administration decided to issue temporary passes to and from the mainland (Mainland) to Hong Kong, Macao and Taiwan residents in need from March 20, 2025, and provide "double certificate association" verification services for traveling to and from the mainland (Mainland) passes and residence permits.
According to reports, the specific contents of the two convenience measures are: First, if residents of Hong Kong, Macao and Taiwan need to travel between mainland (mainland) cities due to loss or forget to carry their passes, they need to travel between mainland (mainland) cities by urgently taking planes or trains, they can log in to the government service platform of the China Entry and Exit Administration (Immigration Bureau 12367) through their mobile phone to apply for an electronic temporary pass valid for 7 days for inspection for civil aviation, railways and other units to avoid delaying normal travel. Second, if residents of Hong Kong, Macao and Taiwan have the need to associate a pass with a residence permit for personal affairs, they can submit an application for related inquiry on the government service platform of the bureau, or apply to issue paper-based related inquiry results from the entry and exit management agency of any county-level or above public security organs in the country to prove the relationship between their pass and residence permit to relevant departments and enterprises. The competent departments and enterprises in various industries that provide certificate and service services for Hong Kong, Macao and Taiwan residents can apply to connect to the bureau’s entry and exit certificate identity authentication platform, and automatically verify the relationship between the two certificates through the system according to the needs of Hong Kong, Macao and Taiwan residents.
It is understood that with the increasing close exchanges between Hong Kong and Macao and the Mainland, and Taiwan and the Mainland, more and more residents of Hong Kong, Macao and Taiwan come to the Mainland (Mainland) for trade, tourism, study, work and life. While using passes and residence permits to enjoy the convenience of life development, they have the problem of "difficulty in travel" due to loss or forgetting to carry the pass. If Hong Kong, Macao and Taiwan residents are lost or forgotten to carry their documents when taking planes or trains in the country, they need to go from the airport or station to the local public security agency to issue a paper certificate. The time-consuming return and return affects the itinerary. In addition, some Hong Kong, Macao and Taiwan residents hold passes and residence permits at the same time. After they use any certificate to handle financial, Internet and other businesses, and then hold another certificate, the relevant departments find it difficult to verify the relationship between the two certificates, which leads to inconvenience in life. In response to the urgent and difficult things for Hong Kong, Macao and Taiwan residents to integrate into development, the China Entry and Exit Administration has actively worked with relevant departments to empower them through technology and launch the above two convenient measures.
A relevant person in charge of the China Entry and Exit Administration said that since its establishment, the bureau has always focused on the needs and expectations of Hong Kong, Macao and Taiwan residents, actively solved the practical and difficult things they care about, and continued to innovate entry and exit management services. In conjunction with more than 20 departments and enterprises including the Ministry of Public Security, the People's Bank of China, the China Railway Group, it has continuously promoted the convenience of entry and exit documents, and provided more than 40 types of certificate and service convenience for Hong Kong, Macao and Taiwan residents in 10 major fields such as transportation, finance, and telecommunications. At present, more than 100 million people have been provided free real-time verification services. If residents of Hong Kong, Macao and Taiwan need to inquire about two convenience measures and the application of entry and exit documents in detail, they can call the 12367 service hotline. Next, the bureau will focus on the new expectations and new needs of Hong Kong, Macao and Taiwan residents, continue to strengthen the supply of entry and exit policies, fully release the dividends of entry and exit policies, and strive to provide equally inclusive, convenient, intelligent and accurate convenient services for Hong Kong, Macao and Taiwan residents in the mainland (mainland), actively serve Hong Kong and Macao to better integrate into the overall national development situation, and promote cross-strait integration.
