The overall development is stable and has made positive contributions to prospering consumption, stabilizing employment, and serving people's livelihood.

Operational resilience continues to increase. The number of individual industrial and commercial households established for more than three years reached 84.198 million, accounting for 65.8% of the total, an increase of 9.7 percentage points from the end of 2020. With online and offline integrated development, the number of individual industrial and commercial households operating on online trading platforms increased by 14.7% year-on-year.

The business format will be new and optimized. In 2025, 6.468 million new individual industrial and commercial households under the "Four New Economy" will be established, bringing the total to 39.975 million, maintaining a growth trend for five consecutive years. 14.625 million individual industrial and commercial households were newly established in the service industry. The top three industries with the highest growth rates were "scientific research and technical services", "education" and "culture, sports and entertainment".

The quality of operations has gradually improved. Cultivated "famous, special, high-quality and new" individual industrial and commercial households to reach 184,000, with a median duration of continuous operation of 8.4 years. The number of "growth" and "development" individual industrial and commercial households nationwide increased to 13.89 million, accounting for 17.3% of the total classification, while the proportion of "survival" households decreased. A total of 358,000 individual industrial and commercial households have enjoyed the benefits of the "individual-to-enterprise transfer" policy and have transferred to enterprises through direct changes.

The State Administration for Market Regulation will conscientiously compile and implement the "15th Five-Year Plan" plan to promote the development of individual industrial and commercial households, focusing on deepening targeted assistance by classification and classification, intensifying efforts to cultivate "famous, special and high-quality new" individual industrial and commercial households, promoting the digital intelligence empowerment of platform enterprises, and striving to stabilize expectations, add vitality and increase momentum for individual industrial and commercial households.
