Q: We have noticed that the website of the Ministry of Commerce has released a preliminary announcement on the anti-subsidy investigation into imported dairy products originating in the EU. Can you introduce the relevant situation?

Answer: On August 21, 2024, at the request of the China Dairy Association and the China Dairy Industry Association, the Ministry of Commerce launched a countervailing investigation into imported related dairy products originating in the EU.

After the case was filed, the Ministry of Commerce has always adhered to the principles of fairness, impartiality, openness and transparency, conducted investigations in strict accordance with Chinese laws and regulations and relevant WTO rules, and fully protected the rights of interested parties. At present, preliminary evidence shows that there are subsidies for imported dairy products originating in the EU, China's relevant domestic industries have been substantially harmed, and there is a causal relationship between the subsidies and the substantial harm. According to the relevant provisions of the "Countervailing Regulations of the People's Republic of China", the Ministry of Commerce issued a preliminary ruling announcement on December 22, 2025, ruling that the ad valorem subsidy rate for EU companies was 21.9%-42.7%, and decided to implement temporary countervailing measures.
