Wang Changlin, deputy director of the National Development and Reform Commission, introduced at the meeting that the closure of the pass is for opening up, and for development, to be precise, it is to close the pass, expand opening up, and accelerate development. Therefore, after the closure of the pass, Hainan’s exchanges with the international community will be smoother and more free, and the contact with the mainland will be more convenient and efficient. According to the current seal system design, except for some goods entering the mainland from Hainan Free Trade Port, most goods and all personnel, items, transportation means, etc. entering and leaving Hainan Island are still managed in accordance with the current regulations, and there is no change before and after the seal. Everyone travels to Hainan Island on business and traveling, just like now, and there is no need to apply for additional documents.
For goods that need to be inspected, in order to avoid the impact of the opening measures implemented on the "front line" to impact the mainland market, precise management is needed in the "second line". There are mainly three types of goods involved, including "zero tariff" goods, goods that enjoy processing value-added policies, and goods that relax trade management measures. In the next step, in order to ensure customs clearance efficiency, the following measures will be taken:
First is to build a "one-stop customs clearance" model. Enterprises can declare goods outbound information online in advance, and customs, security inspection and other departments work together at the "second-line port" and issue release instructions to achieve "one declaration, one inspection, and one stop release".
The second is to implement "front push back and move back". The management matters such as the inspection of agricultural products from the island and the collection of toll surcharges that were originally implemented in the port will be pushed forward or moved back to areas outside the "second-tier port" to avoid congestion.
The third is to strengthen smart supervision. Make full use of big data, artificial intelligence and other methods to strengthen the intelligent construction of customs, maritime, border inspection, port operation units, etc., and achieve information exchange and mutual recognition of supervision.
The fourth is to strengthen credit management. Build a credit grading and classification supervision service system, and reduce the frequency of inspections for enterprises with higher credit ratings to facilitate rapid customs clearance.
In general, after the closure of the city, Hainan Free Trade Port will continue to maintain convenient exchanges with the mainland. In the future, all kinds of subjects, especially the majority of tourists, will not only not be affected when entering and leaving Hainan Island, but will also enjoy a better travel experience and better services.
