At 9 a.m., in Luqiao District, Taizhou, Zhejiang, a six-person cross-departmental joint inspection team composed of three departments: ecological environment, market supervision and fire protection. According to the established administrative inspection plan, an inspection of a sanitary ware enterprise in the jurisdiction was carried out, and soon completed the inspection of the enterprise's waste gas treatment facilities, the implementation of the main responsibilities of product quality and safety, fire hydrants, fire extinguishers and fire passages.

In February this year, Zhejiang Province announced the "Implementation Opinions on Strictly Standardizing Administrative Inspections in Enterprises", one of the key tasks is to coordinate the implementation of "comprehensive inspections once", promote cross-departmental joint inspections, and minimize the frequency of entry into enterprises. In Taizhou, Zhejiang, the industry authorities also explored grading evaluation and differentiated inspections of enterprises on the basis of joint inspections, conducted less inspections on enterprises with good credit and low risk, and conducted accurate inspections on enterprises with poor credit and high risk.

Publicize the "check code" of enterprises-related administrative activities to improve the quality and efficiency of inspections

In order to respond to enterprises' expectations that administrative inspections should further improve inspection efficiency and reduce the frequency of inspections, Shanghai has successively issued various implementation measures this year, put forward 21 measures for pain points and difficult issues related to administrative inspections, practice the concept of "no trouble if nothing happens" and prevent repeated inspections and multiple inspections.

Early in the morning, this catering company in Huangpu District, Shanghai welcomed a joint inspection by the District Market Supervision Administration and the Fire Rescue Bureau. Administrative law enforcement personnel from the two departments conducted comprehensive and detailed inspections on the food hygiene and fire protection facilities of the company respectively. At the end of last year, the General Office of the Shanghai Municipal People's Government issued the "Implementation Opinions on Standardizing Administrative Inspections in Enterprises in the City", proposing to comprehensively promote the "inspection code". At the beginning of this year, the "Shanghai Action Plan for Optimizing the Business Environment 8.0" further clarified the implementation of "check codes" for enterprises-related administrative purposes, so as to realize that no code is checked without code, codes must be displayed, and evaluation can be made after checking, avoid repeated inspections, multiple inspections, and random inspections. Yu Xiaoqiong, director of the Administrative Law Enforcement Coordination and Supervision Department of the Shanghai Municipal Justice Bureau, introduced that standardized notifications are achieved through pre-code assignment, which means that administrative inspections involving enterprises must be carried out. The "check code" must be applied for through the law enforcement and case handling system. After the "check code" is pushed, the enterprise will promptly understand what personnel and when to conduct what kind of inspections to the enterprise.

At present, 23 law enforcement lines in Shanghai have begun to apply "check codes". On the Shanghai unified comprehensive law enforcement system, all the enterprise-related inspections assigned to the city every day are collected in real time, and the inspection subject, the inspected object, and the reason for the inspection are clear at a glance.
