The reporter learned from the Shanghai Civil Affairs Bureau that since the pilot in 2024, more than 160 nursing homes in Shanghai have provided flexible hosting services. In February this year, the "Shanghai Three-Year Action Plan for Quality Improvement of Elderly Institutions (2025-2027)" issued by Shanghai also clearly included "short-term care services" in normalized construction. In the next step, the Shanghai Civil Affairs Bureau will develop corresponding software systems.
