News from CCTV: The National Immigration Administration issued the "Announcement on the Activation of Electronic Border Management Zone Passes."
In accordance with the "Several Provisions of the State Council on Online Government Services" and the "Measures for the Management of Border Management Zone Passes of the People's Republic of China", in order to further facilitate personnel to apply for border management zone passes, the National Immigration Administration (Exit-Entry Administration of the People's Republic of China) decided to enable electronic border management zone passes. The announcement is as follows:
1. Starting from April 15, 2026, the electronic border management zone pass will be enabled, and the issuance of paper documents will be stopped. Paper documents that have been issued can continue to be used within the validity period.
2. Mainland Chinese residents who are over 16 years old can apply for an electronic border management zone pass valid within three months through the National Immigration Administration government service platform ("Immigration Bureau 12367" APP and WeChat and Alipay mini-programs). Mainland Chinese residents who have difficulty applying online can apply on-site at the entry-exit management agency of the public security bureau at or above the county level or at a designated police station.
3. Residents of Hong Kong, Macao and Taiwan, overseas Chinese, foreigners, accompanying children under the age of 16, or residents of mainland China who apply for an electronic border management zone pass valid for one year must apply for an electronic border management zone pass on-site at the entry-exit management agency of the public security bureau at or above the county level or at a designated police station.
4. The applicant can designate an email address to receive the electronic border management area pass, or the issuing authority can assist in downloading and printing the electronic border management area pass.
5. The electronic border management zone pass should be used together with the holder’s resident ID card and other valid identity documents. When accepting inspection, the holder can use a mobile phone or other mobile communication terminal to present the electronic border management area pass, or he can also present a printed copy of the electronic border management area pass.
