Xie Zun, Director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, introduced at the meeting that in the first half of the year, the total volume of my country's telecommunications business increased by 9.3% year-on-year, and the cumulative revenue of telecommunications business reached 905.5 billion yuan, and the overall information and communications industry maintained a stable operation trend. It mainly presents the following characteristics:

The network support is more powerful. As of the end of June, the total number of 5G base stations reached 4.55 million, and the number of 5G mobile phone users reached 1.118 billion, with a user penetration rate of over 79%. The number of ports with Gigabit network service capabilities reaches 30.22 million, and the number of gigabit broadband users reaches 226 million. The pilot deployment of the first batch of 168 communities, factories and parks was successfully carried out. As of the end of March, my country had 10.43 million standard computing power racks in use, and the scale of intelligent computing power reached 748 EFLOPS, providing an intelligent base for massive data computing.

The integration is more in-depth. Since the beginning of this year, emerging businesses such as new 5G calls, live short videos, and cloud games have flourished, and large-model APPs and AI smart terminals have developed in a coordinated manner. Digital consumption demand continues to be released, and mobile users' Internet traffic has achieved double-digit growth for six consecutive months. 5G integrated applications are integrated into 86 of the 97 major categories of the national economy. More than 18,500 "5G+Industrial Internet" projects have been built.

Inclusive services are more convenient. This year marks the 10th anniversary of the implementation of universal telecommunications services. In 10 years, we have promoted the realization of "broadband and 5G in every village" and the proportion of 5G in every village is more than 90%. Focusing on the concerns and expectations of the masses, we will launch "ten practical things" for warm-hearted information and communication services, such as promoting more than 3,000 websites and APPs for elderly people to complete aging-friendly and barrier-free transformation, and opening more than 400,000 "silver age digital classrooms" to ensure that the elderly people do not fall behind in the information age and their digital life is more relaxed. For example, the online processing volume of telecommunications services is promoted to exceed 91%. 45,000 business halls across the country provide remote processing, covering all districts and counties, making services more convenient and allowing the people to run less errands.

Opening to the outside world is more pragmatic. We organized and implemented the pilot program for expanding the opening up of value-added telecommunications services in a safe and orderly manner, organized the first batch of pilot areas to issue guidelines for expanding opening up, and strengthen communication and docking with foreign-invested enterprises. At present, 40 foreign-invested enterprises have obtained pilot approvals. The total number of foreign-invested telecommunications companies exceeded 2,600, an increase of 27% over the same period last year, which fully reflects the continued increase in China's telecom market's attractiveness to foreign investment.

Xie Cun emphasized that in the next step, the Ministry of Industry and Information Technology will continue to coordinate the promotion of "construction, application and research" to further promote the high-quality development of the information and communications industry. We will focus on network construction and upgrading, continuously improve the depth and breadth of 5G and gigabit optical network coverage, accelerate the pilot deployment of 5G-A and 10Gbit optical networks, deepen the special action of "signal upgrade", and accelerate the construction of a national integrated computing power network system. We will focus on the implementation and promotion of applications, and implement the "Showing Sail" action upgrade plan for the 5G large-scale application, the "5G+Industrial Internet" 512 project upgrade version and the "Connect" three-year action plan to promote the coordinated empowerment of the industrial Internet and artificial intelligence. We will focus on technological innovation and research, accelerate the enrichment of the 5G-A product system, promote the implementation and deployment of high-quality networks, accelerate the promotion of 6G technology research and development, and forward-looking layout and cultivate the application industry ecosystem for 6G. We will focus on research and implementation of open policies, orderly promote the opening up of value-added telecommunications services, strengthen policy publicity and implementation, optimize service management, and support more foreign-invested enterprises to participate in the pilot.
