The Legislative Plan of the State Council proposes that the overall requirements of the legislative work of the State Council in 2025 are that under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, we will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, thoroughly study and implement Xi Jinping's thought on the rule of law, deeply understand the decisive significance of the "two establishments", enhance the "four consciousnesses", firm up the "four self-confidences", and achieve the "two safeguards". , adhere to the organic unity of the Party's leadership, the people's mastery of their own affairs, and the rule of law in accordance with the law, coordinate the promotion of domestic rule of law and foreign-related rule of law, deepen reforms in the legislative field, strengthen government legislative review, adhere to the simultaneous implementation of the establishment, reform, abolish and interpretative, strengthen legislation in key areas, emerging areas, and foreign-related fields, improve the quality of legislation, improve the socialist legal system with Chinese characteristics with the Constitution as the core, and give full play to the guiding, promoting, normative and guaranteeing role of the rule of law, and provide solid legal guarantees for comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization.

The Legislative Plan of the State Council emphasizes that we should earnestly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, adhere to the unity of reform and the rule of law, highlight legislative priorities, and provide high-quality legislation to serve and ensure the overall work of the Party and the country. First, in promoting high-quality development and building a high-level socialist market economic system, the draft National Development Plan Law, the draft Financial Law, the draft Bidding Law, etc. are listed; Second, in strengthening the government's own construction and deepening the administration according to law, the regulations on the sharing of government affairs, and the procedures for formulating administrative regulations are revised; Third, in implementing the strategy of building a country with science and education, and building a socialist cultural power, the draft Trademark Law is listed, and the regulations on promoting national reading are formulated; Fourth, in terms of improving people's livelihood and improving people's quality of life, the draft Social Assistance Law and medical insurance are listed. The Legislative Plan of the State Council requires that all departments of the State Council should effectively strengthen organizational leadership to ensure that all legislative tasks are completed with high quality and efficient quality. The Ministry of Justice should increase overall organization and coordination efforts, further strengthen the government's legislative review function, and comprehensively promote the implementation of the legislative work plan.
