CCTV News: According to the Ministry of Commerce website, the spokesperson of the Ministry of Commerce answered questions from reporters on strengthening the full-chain management and control of strategic mineral exports.
Q: We have noticed that the Office of the National Export Control Work Coordination Mechanism has recently deployed and carried out the work of strengthening the full-chain control of strategic mineral exports. What are the considerations for the full-chain control? What work will be focused on in the future?
Answer: Strategic mineral export control is related to national security and development interests. To prevent the illegal outflow of strategic minerals, it is necessary to strengthen control of all links in the production and supply chain. The Office of the National Export Control Work Coordination Mechanism held a special meeting in Changsha City, Hunan Province on May 12, and made comprehensive work arrangements for 10 departments including the Ministry of Commerce, the Ministry of Industry and Information Technology, and local competent departments in seven provinces including Inner Mongolia and Jiangxi.
Strategic mineral control needs to start from the source and strengthen the control of the entire chain of mining, smelting, processing, transportation, manufacturing, sales and exports in order to effectively prevent the illegal outflow of strategic minerals. All departments need to divide the work and cooperate, grasp daily supervision, and promptly discover hidden risks and hidden dangers. If you take risks and commit crimes against the wind, you will investigate and punish them once you find them. All localities should strengthen local supervision responsibilities, comprehensively investigate relevant business entities in the region, grasp the production and operation conditions and flow of strategic minerals, guide local enterprises to improve their compliance awareness and capabilities, and ensure that strategic mineral control measures are effectively implemented.
All departments believe that it is crucial to implement full-chain control of strategic minerals. They will effectively fulfill supervision and law enforcement responsibilities in accordance with the division of labor, continuously improve information traceability and normalized management mechanisms, ensure that there are no absent, no blind spots, and no omissions in all links, and severely punish illegal and irregular cases, and continuously strengthen supervision and law enforcement deterrence. Relevant local competent departments will accelerate the registration and record of strategic mineral-related enterprises in the region, and ensure that control measures are implemented in place through continuous supervision policy publicity, export risk warnings and supervision and inspection, and effectively safeguard national security and development interests.
