On the 23rd, Hu Qiangqiang, spokesperson of the National Health Commission and deputy director of the Publicity Department, said that this year, the country will continue to comprehensively promote the Sanming medical reform experience based on prefectures and cities, and drive the reform of public hospitals oriented towards continuous new progress.

On the same day, the National Health Commission held a press conference in Yichang City, Hubei Province, focusing on how Hubei Province can further expand and enrich the connotation of Sanming's medical reform experience in light of local realities, and specifically "using examples".

Adapting to local conditions: mechanism innovation and resource optimization

Promoting Sanming medical reform requires adapting to local conditions. Hubei Province combines local reality and promotes the "initiation of medical reform" by optimizing mechanisms and resource layout.

Wang Yunfu, director of the Hubei Provincial Health Commission, introduced that, first, include key medical reform indicators in the high-quality development assessment and strengthen policy coordination; second, the provincial level raises 150 million yuan in reward and subsidy funds to support 36 tertiary hospitals to help 70 county-level hospitals improve their service capabilities; third, focus on eight chronic diseases such as cardiovascular and cerebrovascular diseases, and build a full-chain service system of "prevention, screening, diagnosis, treatment, health, and management".

As a demonstration city for public hospital reform and high-quality development, Shiyan City promotes the in-depth development of medical reform by improving the leadership system, departmental linkage and intelligent supervision. For example, a "turnover pool" for medical and health talent establishment was established, and 315 public hospital establishments were increased; centralized procurement of drugs and consumables was used to make room for adjustment of 3,479 medical service prices, accounting for 35.4% of medical service revenue; upgrade the intelligent medical service supervision platform to realize full-process supervision such as co-construction and sharing of health data, co-governance and co-management of medical behaviors.

Zigui County is located in western Hubei and belongs to a mountainous county. How can we better protect the health of local people? Li Qin, the county magistrate of Zigui County, introduced that the local government has invested more than 700 million yuan in total to upgrade the facilities and equipment of the medical community, introduced 26 high-level talents, and built 59 provincial and municipal key specialties. In response to the inconvenient transportation in mountainous areas, Zigui County optimized the layout of medical resources, built regional medical sub-centers on the north and south sides of the Yangtze River, and allowed the people to enjoy high-quality medical services nearby through expert sinking, equipment configuration and two-way referral channels.

Digital intelligence empowers: Information technology helps improve medical quality and efficiency

Digital medical care is a highlight of Hubei's medical reform. Yichang Mayor Chen Honghui said that Yichang has invested 1.84 billion yuan to build a health and medical big data center, integrating information from multiple departments such as public security, civil affairs, education, and medical insurance to achieve "one screen to know the family's foundation, one network full monitoring, and one-click to reach the grassroots." By building the "five centers" of remote electrocardiogram, imaging, consultation, testing and pathology, it will save more time, money and worry for the public to see a doctor.

With the development of artificial intelligence technology, information technology is increasingly being applied to hospital clinical diagnosis, treatment and management. Yang Jian, secretary of the Party Committee of Yichang Central People's Hospital, introduced that the hospital integrates artificial intelligence models into the entire clinical diagnosis and treatment process, assisting doctors in formulating personalized health management plans; through Internet hospitals, the number of online appointments reached more than 7,000 people on a daily basis; achieve mutual recognition of regional inspection and inspection results, with an average of more than 600 people per day, saving patient examination expenses.

How can areas with high mountains and long roads and relatively inconvenient transportation use information technology to empower medical and health services? Li Qin introduced that Zigui County has invested 50 million yuan to build a medical and health data center to achieve "one platform gathering and full process traceability" for residents' health records and diagnosis and treatment information. Through the "Healthy Zigui" digital platform, people in mountainous areas can complete 15 functions such as registration, referral, and payment online, saving 1.5 hours of medical treatment time per day.

Service down: Let patients "run away less and spend less money"

Let the people get sick nearby is one of the core goals of Hubei's medical reform. Chen Honghui introduced that Yichang has created a grassroots medical and health service model of "county-level strength, township-level vitality, village-level stability, upper and lower connections, and information communication". All 9 counties and cities have built close-range medical communities, and all 110 grassroots medical institutions have met the basic standards for service capabilities of high-quality services to grassroots agencies. In addition, the local area has implemented a free targeted training project for village doctors, realizing "one college student village doctor in one village", and has built 191 chest pain treatment units and stroke prevention and treatment stations to provide timely and efficient medical services to the people.

As a gatekeeper for residents' health, the innovative practice of family doctors' contract services brings more convenience to grassroots people. According to Zhu Yunhui, deputy mayor of Shiyan City, the local area has built a digital platform of "Internet + Smart Home Medicine" to automatically push health science popularization, follow-up physical examinations and other information with family as a unit to facilitate children to grasp their parents' health status. At the same time, second- and third-level hospitals have selected more than 400 specialist doctors to support the family doctor team and set up green referral channels to allow the public to find a family doctor as soon as possible if they have health problems. In addition, Shiyan also built a health station based on the family doctor team, opened 56 healthy weight management clinics, and implemented classified health management.

Zigui County has improved its grassroots health service capabilities through the "three sinkings" of resources, strength and services. Li Qin introduced that local village clinics have achieved full coverage of electrocardiogram machines and suitable equipment for traditional Chinese medicine, and carry out traditional Chinese medicine services on a regular basis. At the same time, a three-level psychological service network for counties, townships and villages is built, and through mutual recognition of examination and testing results, smart diagnosis and treatment, and online consultation, patients can "run away less and spend less money."
