According to Zhu Lianshun, deputy county magistrate of Kangping County, when choosing industries, keeping the ecological background of Kangping County unchanged, low-pollution enterprises, and in line with the national industrial revitalization layout, is hydrogen production. However, this seemingly good way out was quickly denied by reality. Zhu Lianshun said that because hydrogen is relatively light, it uses equivalent energy to press hydrogen into liquid state, and the energy consumption and hydrogen released from transporting hydrogen to the destination have no economicality.

The hydrogen made from green electricity will be lost when it is transported out, and Kangping County will continue to find a way. After multiple investigations, the staff of Kangping County found that many of the booming biochemical industries use corn stalks and other raw materials, and the staple food grown in Kangping County happens to be corn. Straw produces carbon monoxide through biochemical technology and combines with hydrogen, which can be made into green fuel methanol, which gives Kangping hope for development.

In Shanghai, more than 1,500 kilometers away from Kangping County, some people are facing their own difficulties. With the increase of environmental awareness, the fuel used by cargo ships and aircraft in international shipping requires the addition of environmentally friendly green fuel. If the problem of green fuel source is not solved in advance, future international transportation may face the problem of significantly increased costs. Relevant professionals said that in accordance with the requirements set by international organizations or the EU and other countries, the carbon tax imposed in the future will be more expensive.

In the spring of 2024, two teams who were half apart in China, but were looking for a way to break the deadlock met. Shanghai's Power Design Institute has been looking for places with abundant wind resources and straw resources to develop green fuel manufacturing, and Kangping County has been looking for opportunities to cooperate with them to produce and acquire green fuel. Application for a biochemical park must pass the strict review of seven departments including industry and information technology, development and reform, emergency response, transportation, etc. in Liaoning Province, and require a complete overall park planning, safety guarantee system, and a centralized and unified sewage treatment system. Not only the outside world questioned Kangping, but the county also faced huge challenges. During the application for the landing of the chemical park, the Kangping County Biochemical Park certification team held hundreds of coordination meetings with relevant departments of provinces, cities and counties. On January 16 this year, seven departments in Liaoning Province jointly issued a formal recognition document, marking the successful approval of Kangping's biochemical industrial park.

With the launch of China Energy Construction Group's 32 billion yuan Shenyang Fengguang Hydrogen Production Fusion Biomass Green Alcohol Oil Base Project in Kangping, many companies have come here to seize the initiative. The annual tax revenue of one project in China Energy Construction Group alone can reach 2.5 times Kangping's fiscal revenue in 2024.
