The steel, cement and aluminum smelting industries are major carbon emitters, with annual emissions of about 3 billion tons of carbon dioxide equivalent, accounting for more than 20% of the total carbon dioxide emissions in the country.此次扩围后，全国碳排放权交易市场预计新增1500家重点排放单位，覆盖全国二氧化碳排放总量占比将达到60%以上，覆盖的温室气体种类扩大到二氧化碳、四氟化碳和六氟化二碳三类。
