From March 17 to 18, General Secretary Xi Jinping came to Guizhou. This is the first local inspection and investigation by the General Secretary after the National People's Congress and the Chinese People's Political Consultative Conference.
"We must make up our minds and be brave to explore, adhere to the foundation of the real economy, strengthen innovation-driven development, coordinate the transformation and upgrading of new and old kinetic energy, accelerate the transformation and upgrading of traditional industries, actively develop strategic emerging industries, and strengthen and improve industries such as digital economy and new energy." When listening to the work report of the Guizhou Provincial Party Committee and the Provincial Government, General Secretary Xi Jinping emphasized.
"Being stronger and better the digital economy" is one of the engines of Guizhou's high-quality development.

"A place should not do everything, but should do something and not do something." In March 2014, General Secretary Xi Jinping talked about his profound thoughts on Guizhou's development when attending the deliberation of the Second Session of the 12th National People's Congress. "From Guizhou's perspective, we also need to make some choices, which can be done and what cannot be done. Don't let your irreplaceable advantages disappear or offset them. This is not worth the loss. You are engaged in big data industry investment and developing the electronic information industry is a good choice."
Do what to do and what not to do. Behind the choice of "for" and "not doing" is the answer to "what kind of development can be achieved and how to achieve development".
The beautiful mountains and rivers of Guizhou are the greatest development and competitive advantages of Guizhou. "Keep the two bottom lines of development and ecology, cultivate the advantages of latecomer development, strive to catch up with latecomer development, and embark on a new development path that is different from the eastern and other provinces in the western region." The General Secretary has high hopes for Guizhou.
In June 2015, General Secretary Xi Jinping pointed out during his inspection at the Guiyang Big Data Application Display Center that in the face of the informatization trend, only by actively seizing the commanding heights can we win the opportunity for development. In February 2021, General Secretary Xi Jinping pointed out during his inspection in Guizhou that he hoped that Guizhou would "grab new opportunities in implementing the digital economy strategy."
Guizhou, which is blocked by mountains, has built the first national comprehensive big data pilot zone in the country. In recent years, focusing on the three key points of computing power, empowerment and industry, Guizhou has steadily promoted the construction of the digital economy development innovation zone and promoted the deep integration of the digital economy and the real economy.
See computing power. There are 48 data centers under construction and put into operation, and the total computing power scale accounts for about 23% of the total computing power scale in the country, making it one of the regions with the largest gathering of super-large data centers in the world.
Look at empowerment. There are more than 30,000 "cloud-use cloud" enterprises in Guizhou, including industrial transformation, smart cities, digital villages, all-region tourism, and public services, digital empowering thousands of industries.
Look at the industry. Guizhou's digital economy has ranked among the top in the country for nine consecutive years. It is currently building three industrial clusters of 100 billion yuan, including data centers, smart terminals, and data applications.
One domain view of the overall situation. The new opportunities for development from Guizhou can also see the once-in-a-lifetime opportunities brought by informatization.
"I have always attached importance to the development of digital technology and digital economy." As early as 2000, Comrade Xi Jinping, then governor of Fujian, proposed to build "Digital Fujian" with great prospects and creativity. During his work in Zhejiang in 2003, he proposed to build "Digital Zhejiang" and regarded the creation of "Digital Zhejiang" as an important part of the "88 Strategy".
The constant moves far, and those who think about it will always be new. "In today's era, digital technology and digital economy are the precursors of the world's scientific and technological revolution and industrial transformation, and are key areas of the new round of international competition."
In 2015, General Secretary Xi Jinping emphasized at the opening ceremony of the Second World Internet Conference that "China is implementing the 'Internet+' action plan and promoting the construction of 'Digital China'." Two years later, the construction of a "digital China" was written into the report of the 19th National Congress of the Communist Party of China.
Climb high and look far. Since the new era, the Party Central Committee has attached great importance to the development of the digital economy and elevated it to a national strategy. The Fifth Plenary Session of the 18th CPC Central Committee proposed to implement the strategy of building a cyber power and a national big data strategy; the report of the 20th CPC National Congress pointed out that it is necessary to accelerate the construction of a cyber power and a digital China; the "Decision" of the Third Plenary Session of the 20th CPC Central Committee proposed to "improve the system of promoting the deep integration of the real economy and the digital economy."
Planning and action. A series of major measures are being promoted in a row: the "Outline of the Implementation Strategy for Powering the Cyber Power" was issued, the "The 14th Five-Year Plan for Digital Economy Development" was released, and the "Overall Layout Plan for Digital China Construction" was issued... The top-level design of digital economic development is constantly being improved.
Give goals and achieve results. A set of data demonstrates the vitality of innovation: my country's total data volume and computing power have firmly ranked second in the world; in 2023, my country's big data industry scale reached 1.74 trillion yuan, and the digital economy accounts for 42.8% of GDP... The digital economy has stirred up a huge atmosphere of high-quality development.
"Without informatization, there will be no modernization." "We must seize the historical opportunity of informatization development, and we must not hesitate, slack off, and we must not make historic mistakes." On the new journey of Chinese-style modernization, the tide of the times has to seize the day.
