The "Several Measures" propose to support the construction of international aviation hubs, strengthen the intercontinental connection capacity and global radiation capacity of international aviation hubs, and build a comprehensive, portal-based international aviation hub. Airlines are encouraged to increase the deployment of full-cargo aircraft capacity, encrypt regular international full-cargo aircraft routes, and expand international air cargo capacity. Support regional aviation hubs with conditions to carry out all-cargo aircraft business. 4. Promote the further improvement of the public service capacity level of aviation ports

The "Several Measures" propose to improve the modernization level and service efficiency of aviation port facilities, and support the development of airside economy and industrial clusters in the location of aviation hubs. Based on local actual conditions, we will increase supervision on the upgrading and transformation of intelligent equipment and equipment. Support customs and local scientific research institutes and other institutions to jointly build port testing laboratories to improve the efficiency of sampling and inspection.
