The "Several Measures" propose to strengthen customs clearance service guarantee for major aviation ports, and optimize and improve the 7×24 customs clearance guarantee system for major aviation ports that meet the conditions, such as the Beijing-Tianjin-Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing region. Accelerate the development of cross-border e-commerce in air transport channels.

2. Help personnel to further accelerate entry and exit through personnel

The convenient measures for 24-hour direct transit passengers and direct round-trip crews to be exempted from border inspection procedures are steadily implemented at qualified aviation ports. 3. Promote the construction of key aviation port hub capacity and further strengthen the capacity of hubs.

The "Several Measures" propose to support the construction of international aviation hubs, strengthen the intercontinental connection capacity and global radiation capacity of international aviation hubs, and build a comprehensive, portal-based international aviation hub. Airlines are encouraged to increase the deployment of full-cargo aircraft capacity, encrypt regular international full-cargo aircraft routes, and expand international air cargo capacity. Support regional aviation hubs with conditions to carry out all-cargo aircraft business. At airports that meet the guarantee conditions, we support international flights flying across the domestic section to carry out "one ticket to the end" business. Support qualified aviation ports and airlines to expand and strengthen international cargo transit business and improve the quality of aviation transit services. Learn from international practices, promote the optimization of the air cargo security system, and implement hierarchical and classified differentiated security inspection measures.

4. Promote the further improvement of the public service capacity level of aviation ports

The "Several Measures" propose to improve the modernization level and service efficiency of aviation port facilities, and support the development of airside economy and industrial clusters in the location of aviation hubs. Based on local actual conditions, we will increase supervision on the upgrading and transformation of intelligent equipment and equipment. Support customs and local scientific research institutes and other institutions to jointly build port testing laboratories to improve the efficiency of sampling and inspection.
