Since the 18th National Congress of the Communist Party of China, under the clear guidance of focusing on grassroots level, grassroots governance work in various places has been deepening and practical. When General Secretary Xi Jinping visited and comforted grassroots cadres and the masses in Liaoning, he pointed out: "When learning and applying the experience of the 'Ten Million Project', we must refine and implement the tools in connection with reality and persist in working hard for a long time. We must clarify responsibilities, go to the edge, and follow the people to do things and people to do a good job in grassroots governance." "Seeing things and people" reflects my country's value pursuit of people first and distinct problem orientation, and is an important method to strengthen grassroots work and an important criterion for evaluating the effectiveness of grassroots governance.

The so-called "seeing things" means that grassroots governance must take "things" as a starting point, plan the overall situation and focus on the specific situation. On the one hand, we must adapt to local conditions and implement macro policies into specific action plans; on the other hand, we must base ourselves on actual needs and strive to solve the urgent and difficult problems of the people. We must not "slogans are loud and the actions are light" and "the ledgers are piled up into mountains, and problems are buried underground." During his work in Zhejiang, Comrade Xi Jinping deployed and implemented the "Ten Million Project" based on the provincial situation, agricultural conditions and development stage characteristics, firmly grasped the biggest advantage of ecology, the rural area, kept a close eye on the prominent problems of dirty, messy and poor rural environment, and focused on exploring overall solutions. The so-called "seeing people" mainly involves the main responsibilities, themes, protagonists, etc. Specifically, the main leaders of party and government at all levels must earnestly assume leadership responsibilities, grassroots party organizations must give full play to the role of fighting fortress, and the vast majority of party members and cadres must give full play to the role of pioneers and models, so that responsibilities are at the end and people are responsible for everything. Grassroots governance is a systematic project that "reaches the vast and meticulous" that requires a lot of "embroidery skills".
