China Nonferrous Metals Industry Association: US adjusts aluminum import tariffs seriously violate basic principles such as WTO

CCTV News: Recently, the China Nonferrous Metals Industry Association issued a document. On February 10, Eastern Time, the US government announced the adjustment of steel and aluminum import tariffs, resumed the imposition of 232 steel and aluminum tariffs on global trading partners, and further increased the import tariffs on aluminum products. Recently, the Federal Gazette issued a tariff adjustment plan. The China Nonferrous Metals Industry Association expressed strong dissatisfaction and firmly opposed this.

The US practice seriously violates the basic principles of fair trade and non-discrimination of the WTO. The WTO has long ruled that the US steel and aluminum tariff measures violate WTO rules. Not only did the US not correct them, the US also made mistakes again and again, which would seriously damage the rights and interests of various countries and seriously undermine the rules-based multilateral trading system.

The US approach will have an impact on the global industrial chain and supply chain. The aluminum industry is an important part of the global supply chain. The US move will disrupt the supply and demand balance of global aluminum and related industries, lead to price fluctuations, and affect the interests of global aluminum manufacturers, traders, consumers and related supply chain companies. It has not only been opposed by WTO member states, but has caused concerns and dissatisfaction from the Canadian Aluminum Association, the European Aluminum Association, the British Aluminum Federation, the Vietnam Aluminum Association, and other large multinational aluminum groups, which have caused Alcoa, Hydrew, Rusal, Indian Aluminum Industry Corporation, and the United Arab Emirates Aluminum Industry Corporation to face the risks of global operations, and has also been criticized and criticized by the United States. In fact, the United States implements unilateralism and protectionism to seek a "protective umbrella" and "safe haven" for its aluminum industry to lag behind in technology, low energy consumption, high carbon emissions and weak competitiveness. The international community generally believes that the 232 tariffs have intensified trade protectionism, which is contrary to the demand for collaboration in the global aluminum industry chain and has an impact on the global supply chain.

This adjustment not only raises import tariffs, but also expands the product range, and American consumers will eventually "pay the bill" for it. The aluminum industry is a high-energy consumption industry. my country has never advocated exports. It imposes tariffs of 30% and 15% on the export of electrolytic aluminum and aluminum alloys respectively. It is the only country in the world that prohibits the addition of electrolytic aluminum production capacity. Even if the United States needs my country's electrolytic aluminum, my country will not export. For aluminum, China also focuses on meeting domestic demand and does not encourage exports. On November 15, 2024, the Ministry of Finance and the State Administration of Taxation issued an announcement that from December 1, 2024, all tax rebates for aluminum products will be cancelled, and the amount of aluminum exported to the United States has been greatly reduced. According to the latest plan announced by the United States, the scope of taxed products will be expanded to some aluminum products and terminal products such as automobiles, machinery, furniture and appliances, refrigeration, outdoor equipment and parts; the tax rate will be increased from 10% to 25%. Among them, products under Chapter 76 are subject to adjudication tax, and terminal products are subject to pricing and taxation based on the aluminum content. As the world's largest importer of aluminum products, the tariff adjustment will inevitably affect the export of foreign aluminum companies to the United States, and significantly increase the import cost of electrolytic aluminum, aluminum and aluminum products in the United States. In the process of transmission to the terminal manufacturing industry, American consumers will ultimately bear it.

China's aluminum industry will meet various challenges with a higher level of technology and openness. The China Nonferrous Metals Industry Association will make every effort to guide the high-quality development of China's aluminum industry. First, we must continue to promote the integrated development of scientific and technological innovation and aluminum industry innovation, do a good job in energy conservation, consumption and carbon reduction, and continue to make contributions to China's aluminum industry to global green and low-carbon development. Second, we must actively support the development of emerging industries and actively develop new aluminum alloy products needed by high-end equipment manufacturing industries such as new energy vehicles, energy storage batteries, robots, and low-altitude economy. Third, we must accelerate the upgrading and transformation of digital and intelligent technologies, improve the level of fine control and management and production efficiency, and further improve core competitiveness. Fourth, we must further strengthen exchanges and cooperation among the global aluminum industry, promote the global aluminum industry to achieve higher levels of international cooperation and sustainable development, and provide solid support for the development of the world economy.
