CCTV News: College students are a key factor in the high-quality development of population and the formation of new quality productivity. In order to further improve the medical insurance work of college students, accelerate the filling of shortcomings in insurance participation, and effectively improve the supply level and quality of medical insurance, the following notice is hereby notified (the college students referred to in this notice are full-time undergraduate and junior college students and non-working graduate students).
1. Expand the coverage of basic medical insurance for college students
(I) Clarify the insurance tasks and goals of college students. Implement the rights and obligations of college students to participate in the basic medical insurance system in accordance with the law, accelerate the effective expansion of college students' participation in basic medical insurance for urban and rural residents, increase the mobilization efforts to participate in resident medical insurance at the place of study, and enhance the awareness of college students to actively participate in insurance. By the end of the 14th Five-Year Plan, the actual participation rate of basic medical insurance for college students has increased significantly.
(II) Create convenient conditions for college students to participate in insurance. The education department and relevant universities should provide convenience for students to participate in insurance. The university logistics service agencies and internal medical and health institutions cooperate with the local medical insurance departments to establish university insurance registration service points, provide insurance publicity services, open up online insurance payment channels, and provide convenient services for students to participate in insurance and pay.
(III) Improve the incentive policy for college students to participate in insurance and pay. In accordance with the "Guiding Opinions of the General Office of the State Council on Improving the Long-term Mechanism for Participation in Basic Medical Insurance" (Guobanfa [2024] No. 38), implement the incentive mechanism for continuous insurance participation in college students and zero reimbursement of medical insurance funds, and support the employee's medical insurance personal account to pay personal payments for college students who are close relatives of employees to participate in resident medical insurance.
2. Consolidate and improve the medical insurance level of college students
(IV) Improve the medical insurance benefits policy for college students. On the basis of consolidating the level of inpatient benefits, the level of outpatient security for residents, including college students, can be consolidated and improved based on the level of economic and social development and the ability of medical insurance funds. Colleges and universities will strengthen the construction and management of internal medical and health institutions, and effectively improve the medical service level of internal medical and health institutions. Medical and health institutions within universities that voluntarily apply and meet the conditions should be included in the designated medical insurance scope to facilitate students to seek medical treatment nearby, promote various universities to simplify the reimbursement process, and implement direct medical insurance settlement. Universities with conditions are encouraged to appropriately improve their medical insurance levels.
(V) Do a good job in registering and managing medical treatment for college students in other places. Guide college students to register medical treatment in other places at their registered residence and internship during winter and summer vacations, and ensure that they can enjoy direct settlement services for outpatient and inpatient medical expenses in other places according to regulations.
3. Strengthen diversified medical insurance for college students
(VI) Improve medical assistance policies for college students. Implement the policy of classified funding for insurance participation, and obtain full or fixed funding for college students in extremely poor people, minimum living security objects, and those who meet the conditions for monitoring the prevention of poverty relapse when participating in insurance according to the funding policy standards for the place where the identity is determined is difficult. Do a good job in monitoring and early warning of high medical expenses, timely and accurately identify medical assistance targets among college students, fully implement outpatient and inpatient assistance policies, and coordinate and strengthen the bottom-up function of medical assistance policies.
(7) Support social forces to provide precise assistance. Do a good job in linkage and sharing of national medical security information, civil affairs and social assistance, dynamic monitoring information of low-income populations, and China Higher Education Student Information Network, encourage mass groups such as the Red Cross to play the role of bridges and links, support social organizations such as alumni associations and university foundations to play the role of docking and assistance, and help college students in major and serious diseases.
(8) Give full play to the role of supplementary protection for various types of commercial insurance. Support local commercial insurance institutions to provide insurance protection for local college students and strengthen connection with basic medical insurance. Commercial insurance institutions in various places are encouraged to customize the development of medical and disease-related commercial health insurance products for college students to meet the diversified medical insurance needs of college students. Localities are encouraged to reasonably increase accidental medical care, inpatient medical care, critical illness protection and other content in the design of Xueping Insurance Products, and enrich the multi-level health protection supply of college students.
4. Do a good job in transferring and continuing basic medical insurance relationships for college students
(9) Do a good job in transferring and continuing services for college students’ basic medical insurance relationships. College students who participate in basic medical insurance for urban and rural residents at their place of origin before entering school, or who find employment across coordinated areas after graduation can apply for transfer and connection business online or offline in accordance with regulations.
(10) Do a good job in connecting medical insurance benefits for college students. Strengthen the mobilization of basic medical insurance participation in college students during the year of graduation to avoid interruption of payment due to lack of understanding of relevant policies. If you have stable employment, you should participate in employee medical insurance with the employer. In principle, you should enjoy benefits in the same month when you pay the fees and enjoy unemployed people. If you are not employed, you should mobilize to continue participating in resident medical insurance.
The National Development and Reform Commission, the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Finance, the National Health Commission, the State Administration for Financial Regulation, the National Medical Insurance Administration, etc. work with relevant departments to do a good job in medical insurance for college students. They will improve the quality of medical insurance for college students as an important part of enhancing people's well-being, and effectively strengthen the coordination of medical insurance handling services, university management reform, and the construction of a multi-level medical insurance system. Hold on-site meetings in a timely manner for experience exchanges, and promote advanced local experiences and typical practices. All localities should actively promote the implementation of relevant policies and work measures.
