A relevant person in charge of the Employment Promotion Department of the Ministry of Human Resources and Social Security said that the opinions have made full-chain policy arrangements for improving the entrepreneurship support system. The purpose is to promote the improvement of the guarantee system, stimulate the endogenous motivation and innovative vitality of the whole society, cultivate and develop more entrepreneurial enterprises, individual industrial and commercial households and other entrepreneurial entities, and provide support for promoting high-quality development and achieving high-quality full employment.
Opinions and requirements: optimize entrepreneurship training and improve entrepreneurship capabilities throughout the process; improve entrepreneurship services and provide all-round development assistance; consolidate entrepreneurship incubation and expand full-cycle cultivation and support; organize entrepreneurship activities to create a full-ecological entrepreneurship atmosphere.
The opinions clearly state that policy support should be strengthened, support and guarantees should be strengthened across the chain, and the policy environment for entrepreneurship and employment promotion should be optimized. Implement tax incentives and one-time entrepreneurship subsidies for key groups to help entrepreneurs reduce start-up costs and reduce operating burdens. Increase entrepreneurship financing support, encourage the lower threshold for entrepreneurship guarantee loans, expand the scope of interest subsidy support, and increase the upper limit of quotas. Provide support for stabilizing and expanding jobs, and include entrepreneurial entities that do not lay off or lay off fewer jobs in the scope of special loans for financial assistance to stabilize and expand jobs, and increase the maximum credit limit for a single household.
