First, new achievements have been made in economic development. Organize 178 national high-tech zones across the country to implement a number of leading major projects and application demonstration projects to continuously expand investment and consumption demand. The major economic indicators of national high-tech zones have grown steadily, and resilience and vitality continue to emerge. In 2024, the GDP of the National High-tech Zone Park was 19.3 trillion yuan, a nominal increase of 7.6% year-on-year; of which the industrial added value was about 9.8 trillion yuan, a nominal increase of 5.8% year-on-year.
Second, new breakthroughs have been made in industrial scientific and technological innovation. Support the construction of innovative centers such as embodied intelligent robots and humanoid robots in the National High-tech Zone. In conjunction with the Ministry of Education and the Ministry of Science and Technology, we will implement the "100 Parks, 100 Schools, 100 Enterprises" innovative cooperation action. National Hi-tech Zone enterprises invest in R&D and have invention patents account for about 50% of the country. Original technologies and first-release products such as general artificial intelligence system prototypes, on-chip brain-computer interface intelligent interaction systems are emerging continuously.
Third, new progress has been made in the development of high-tech industries. Guide national high-tech zones to expand and strengthen the leading industries, strengthen cross-park industrial cooperation, guide the establishment of collaborative innovation networks for industrial such as artificial intelligence, and promote the construction of high-tech zone alliances such as Beijing-Tianjin-Hebei, Yangtze River Delta, and Northeast China. Zhongguancun's new generation of information technology has entered a trillion-level industrial cluster, with Shanghai Zhangjiang integrated circuit industry and Wuhan Donghu optoelectronic information industry accounting for 20% and 50% of the country respectively. Future industries such as quantum information, humanoid robots, and the next generation of the Internet have initially formed development advantages.
Fourth, high-quality enterprises have achieved a new leap in competitiveness. Promote the national high-tech zones to strengthen professional services and precise support, improve the enterprise gradient cultivation system, and significantly improve the innovation ability and comprehensive competitiveness of enterprises. As of the end of 2024, the National High-tech Zone has gathered 33% of the country's high-tech enterprises, 46% of the specialized and new "little giant" enterprises and 67% of unicorn enterprises.
Fifth, management services have reached a new level. Support Zhongguancun to accelerate the reform of pioneering and pilot reforms and implement the policy pilot "announcement and leadership" action. The National High-tech Zone Comprehensive Evaluation Index System was issued and the 2024 comprehensive evaluation and individual evaluation results were released. Prepare national high-tech zone creation work guidelines, revise the statistical survey system, build a comprehensive service management platform, and promote the creation of an upgraded version of the "Torch" brand. Give full play to the role of the national high-tech zone as the main force, recruit 144,000 college graduates to serve as scientific research assistants, providing strong support for high-quality and full employment.
