CCTV News: According to the Ministry of National Security, on January 15, 2025, Minister of State Security Chen Yixin signed Ministry Order No. 5, promulgating the "Regulations on the Management of Construction Projects License Related to National Security Matters" (hereinafter referred to as the "Regulations"), which will come into effect on March 1, 2025.
The "Regulations" are jointly formulated by the Ministry of National Security, the National Development and Reform Commission, the Ministry of Natural Resources, and the Ministry of Housing and Urban-Rural Development. This is an important measure to implement the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee of the Communist Party of China, an important achievement in refining and improving the supporting system of the "Counter-Espionage Law", an important basis for strictly standardizing the construction review and licensing work, and is of great significance to coordinating high-quality development and high-level security and improving the level of administration of national security organs in accordance with the law.
The "Regulations" have 6 chapters and 38 articles, including general provisions, safety control area management, construction project licensing involving national security matters, construction project supervision and management involving national security matters, legal responsibilities, annexes and other contents. The "Regulations" strictly refine the construction review and licensing procedures within the scope of the empowerment of superior laws, pay attention to the docking of laws and regulations in the field of construction projects, maintain the unity of the national legal system, and form a joint force for institutional guarantees.
A relevant official from the Ministry of State Security said that the national security organs will conscientiously implement the requirements of the "Regulations", carry out construction review and licensing work in accordance with the law and regulations, strengthen cooperation with relevant departments, protect the legitimate rights and interests of citizens and organizations, and better use the rule of law thinking and rule of law methods to safeguard national security.
