The working group went deep into the front line of Harbin's flood prevention, inspected the Songhua River embankment and the central, provincial and municipal flood prevention and relief material warehouses, and held discussions and exchanges with provincial prevention leaders. The working group fully recognized the work of Heilongjiang Province in the implementation of responsibilities for preventing collisions, monitoring and early warning of collisions, investigation and rectification of hidden dangers, inspection and defense of embankments, and preparation of emergency rescue forces.
The working group emphasized the need to fully implement bullying prevention responsibilities at all levels and effectively implement responsibilities into all aspects of monitoring and early warning, command and dispatch, inspection and defense, emergency rescue, and disaster relief. It is necessary to revise and improve personnel transfer, inspection and rescue, project dispatching and other contingency plans as soon as possible, and actively organize and carry out drills. It is necessary to closely monitor weather changes and the development of severe weather conditions, provide rolling forecasts and warnings, and strive to extend the forecast period of severe weather conditions and disasters. It is necessary to do a good job in patrolling and defending important river sections, dangerous sections and key projects, and detect and deal with dangerous situations as early as possible. It is necessary to implement anti-crash emergency supplies and equipment, strengthen docking with various emergency rescue teams, and make preparations for blasting and deicing. It is necessary to strengthen departmental overall coordination and do a good job in joint duty, consultation and judgment, bullying prevention and dispatch, and targeted arrangements and deployments.
At the same time, the State Administration of Defense sent a working group to the Inner Mongolia Autonomous Region's Baotou, Ordos, and Bayannaoer flood prevention front lines to inspect the Yellow River flood prevention and response work.
