At the private enterprise symposium held on February 17, General Secretary Xi Jinping delivered an important speech, fully affirming the major achievements made in the development of the private economy and the important contributions made to the country's economic and social development, and incisively summarized and emphasized the consistent adherence to and implementation of the basic principles and policies of the Party and the state for the development of the private economy, so that the majority of private enterprises and private entrepreneurs can take the "peace of mind" to seek development with peace of mind, and inject a "booster" into promoting the healthy development and high-quality development of the private economy.

In 1980, Zhang Huamei from Wenzhou, Zhejiang received her first business license for an individual business owner. Over the past 40 years, reform and opening up has activated a pool of spring water and spawned a wave of change, creating unprecedented historical opportunities for the rapid development of the private economy; the private economy has grown from small to large, from weak to strong, and has flourished with the great process of reform and opening up, and has played an irreplaceable role in stabilizing growth, promoting innovation, increasing employment, and improving people's livelihood, becoming an indispensable and important force in promoting my country's development. Whether it is seeking development, promoting innovation, benefiting people's livelihood, or stabilizing the overall situation, responding to changes, and opening up new situations, the private economy has made an indispensable contribution.

Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has attached great importance to the development of the private economy and clearly put forward major statements such as "the private economy is an internal element of our economic system" and "private enterprises and private entrepreneurs are our own people", which has deepened our party's understanding of the regularity of the development of the private economy. The 19th National Congress of the Communist Party of China wrote the "two unshakable" into the basic strategy of upholding and developing socialism with Chinese characteristics in the new era. The 20th National Congress of the Communist Party of China proposed to "optimize the development environment of private enterprises and protect the property rights and interests of private enterprises in accordance with the law." The Third Plenary Session of the 20th Central Committee of the Communist Party of China deployed a series of reform measures around "standardizing on the principles and policies of creating a good environment and providing more opportunities for the development of the non-public economy." Our Party has been continuously deepening its understanding, improving its strategy, and enriching its practice. It has always embodied major policies such as "two unshakable", "three unchanged", and "two health", and has always demonstrated its unremitting pursuit of promoting the development and growth of the private economy.

The cause of the Party and the country has made great achievements in the new era, and Chinese-style modernization has taken solid steps. The development vitality of the private economy has been greatly stimulated, development achievements have been more significant, and development role has been more prominent. Taking accelerating the cultivation and development of new quality productivity as an example, the number of private enterprises among national high-tech enterprises increased from 28,000 in 2012 to more than 420,000 today, with a proportion increasing from 62.4% to more than 92%. From the production of new energy vehicles exceeding 13 million in 2024 to the continuous emergence of innovative achievements in fields such as artificial intelligence and digital economy, private enterprises can be seen everywhere. Practice has proved that the private economy is the new force in promoting Chinese-style modernization, an important foundation for high-quality development, and an important force in promoting my country to fully build a socialist modern power and achieve the second centenary goal.

The development process of reform and opening up, especially since the new era, fully demonstrates that "Our party's theory and practice have been consistent with the times for the understanding of the status and role of the private economy in the cause of reform and opening up and socialist modernization, and the Party and the state's policies and policies for the development of the private economy over the past few decades, and has profoundly revealed our party's firm determination, clear position, strong will and strategic determination to promote the development and growth of the private economy.
