Chen Ronghui, deputy director of the National Data Administration, said that the National Data Administration, in conjunction with relevant localities and departments, focuses on creating a number of demonstration data application scenarios, explores the formation of replicable and popularizable models, and continues to promote the construction of "Key Contact Demonstration Scenarios of the National Data Administration".

At the meeting, the National Data Administration released the second batch of 20 demonstration scenarios, including "Meteorological Data Helps Improve the Quality and Efficiency of the New Energy Industry", further demonstrating the wide application, huge potential and broad prospects of data in promoting economic and social development.

Taking the meteorological field as an example, Zhang Hongzheng, deputy director of the Forecast and Network Department of the China Meteorological Administration, introduced that the China Meteorological Administration actively connects with the demand for refined meteorological data for new energy planning, site selection, efficient consumption and safe operation, guides and encourages all parties to join the demonstration scenarios to jointly build, innovate new energy meteorological service products and solutions, and provides support for the national energy green and low-carbon transformation and energy security.

Looking at various places, more and more data value is reflected in enterprises reducing costs and increasing efficiency, cultivating new quality productivity, and empowering high-quality economic and social development.

In Chongqing, public data empowers intelligent communications, smart cockpits, and intelligent driving, promoting the transformation and upgrading of the automobile industry; in Fujian, the "Jinfu Cloud" platform has opened up information channels between banks and enterprises by calling market supervision, taxation, social security and other data, and has solved financing needs of more than 700 billion yuan for 280,000 business entities; in Jiangxi, a smart medical application system that covers the unified deployment of rural and rural levels in the province has provided services to more than 62 million outpatients and more than 1.28 million inpatients...

Cultivate more data application scenarios, give full play to the amplification, superposition and doubling effects of data elements, and policies in various regions and departments are frequently released. For example, the China Meteorological Administration explores the construction of a co-creation mechanism, launches the pilot construction of market-oriented allocation of meteorological data elements, explores the creation of meteorological data application support platforms and co-creation platforms for the whole society in Shanghai, Guangdong, Guangxi, Guizhou and other places, and supports and encourages scientific research institutes, universities, enterprises, social organizations, individuals, etc. to jointly develop and utilize meteorological data, and widely empower all walks of life.

Dai Xiaohong, director of the Chongqing Big Data Application Development Administration, introduced that Chongqing has built an integrated and intelligent public data platform to promote the deep integration of public data with urban security, people's livelihood services, and the real economy, and accelerate the formation of a public data resource system that is integrated in the city and connected at three levels.

"Fujian has clarified the management model of unified aggregation and unified sharing of public data, and will deepen and improve the development and utilization system, promote the establishment of a public data resource registration management system, improve the integrated development mechanism of the province and the city, and explore the establishment of a paid use mechanism, etc.," said Guo Wenzhong, director of the Fujian Provincial Data Management Bureau.

Yu Shihua, deputy director of the Jiangxi Provincial Development and Reform Commission, said that Jiangxi has established a public data resource pricing model, built a corresponding cost accounting index system, and cultivated a talent team for data resource development and utilization. It will explore the establishment of a positive incentive mechanism for departmental supply, and actively and steadily promote the authorization operation of public data resources.

The reporter learned that in the next step, the National Data Administration will accelerate the implementation and effectiveness of the reform of public data resource management and operation mechanisms, further enhance the driving force for the release of data resources, and lead the integrated application of data from all parties through the development and utilization of public data resources, create more data application scenarios and models, and better release the value of data elements.
