On the morning of April 30, General Secretary Xi Jinping presided over a symposium on economic and social development in some provinces, autonomous regions and municipalities in Shanghai and delivered an important speech.

The "Five-Year Plan" is a blueprint and action program for economic and social development during the planning period. It mainly explains the national strategic intentions, clarifies the government's work priorities, standardizes and guides the behavior of business entities. It occupies a dominant position in the national planning system and is the general guideline of other plans at all levels and types.

General Secretary Xi Jinping pointed out that scientific formulation and continuous implementation of the five-year plan is an important experience in our party's governance and an important political advantage of socialism with Chinese characteristics.

From 1953 to the present, my country has formulated and implemented 14 five-year plans (plans), which have effectively promoted economic and social development, the improvement of comprehensive national strength and the improvement of people's lives. At the same time, it has gradually formed a system arrangement under the centralized and unified leadership of the Party Central Committee, which is proposed by the Party Central Committee, the State Council formulates the planning outline, and the National People's Congress will review and approve it.

The "Five-Year Plan" is like a yardstick, measuring the footprints of striving for China. General Secretary Xi Jinping once pointed out: "From the first five-year plan to the 14th five-year plan, the consistent theme is to build our country into a socialist modern country." On April 27, the draft National Development Plan Law was submitted to the 15th meeting of the Standing Committee of the 14th National People's Congress for the first review. The draft has 4 chapters and 31 articles, further improving the implementation guarantee mechanism of the national development plan, promoting high-quality development, and promoting the modernization of the national governance system and governance capabilities.

Through the legislation of the national development plan, the institutional arrangements for formulating and implementing the national development plan for a long time will be fixed in the form of law, which will help to scientifically formulate and effectively implement the "five-year plan" on the track of the rule of law and better ensure its strategic guiding role.
