Recently, the value-added tax invoice data released by the State Administration of Taxation showed that in the first quarter of 2025, my country's high-quality development achieved significant results, and economic operation showed six highlights.
——Innovation momentum is constantly accumulating, and new quality productivity is accelerated. In the first quarter, my country's sales revenue of high-tech industries increased by 13.4% year-on-year, continuing its rapid growth momentum. Sales revenue of digital product manufacturing and digital technology application industries increased by 12% and 11.6% year-on-year respectively, reflecting the continued deepening of the integration of digital and actual numbers. With my country's breakthroughs and promotion and application in the field of artificial intelligence, sales revenue of scientific research and technology services and information technology services have increased by 19.6% and 11.4% year-on-year respectively.
——The green and low-carbon transformation continues to advance, and the new energy industry is developing rapidly. In the first quarter, green technology promotion services such as energy conservation and environmental protection increased by 28.7% and 17.8% year-on-year respectively. The clean energy industry is developing positively, with solar power sales revenue increasing by 42.3% year-on-year. Driven by the demand for green travel, sales revenue of new energy vehicle manufacturing increased by 18.6% year-on-year.
——The real economy continues to grow, and the role of the "ballast stone" in manufacturing is highlighted. In the first quarter, manufacturing sales revenue increased by 4.8% year-on-year, accounting for 29.1% of the national sales, an increase of 0.8 percentage points from the same period last year, providing important support for the sustained economic growth. Among them, the sales revenue of the equipment manufacturing industry increased by 9.7% year-on-year, maintaining rapid growth.
——Service consumption has grown well, and emerging consumption has shown strong vitality. Driven by the first "intangible cultural heritage version" of Spring Festival holiday consumption, service consumption increased by 5.3% year-on-year in the first quarter. Among them, the sales revenue of tourist scenic spot management and travel agency services increased by 40.5% and 15.5% year-on-year, reflecting the booming development of tourism consumption; the sales revenue of film screenings and literary and artistic creation and performance increased by 39.6% and 15.2% year-on-year, reflecting the highlight of the charm of cultural IP.
——Massive equipment updates are being vigorously promoted, and the policy effect of consumer goods trade-in policy continues to be released. In the first quarter, driven by the policy of large-scale equipment renewal, the amount of machinery and equipment purchased by enterprises nationwide increased by 11% year-on-year, continuing the rapid growth momentum last year. Driven by the increased expansion of consumer goods trade-in policy, the retail sales of household audio-visual equipment such as TVs and refrigerators increased by 29.3% and 38.4% year-on-year respectively; the retail sales of furniture related to home improvement increased by 15.9% year-on-year; and the retail sales of newly expanded mobile phones and other communication equipment such as new mobile phones increased by 27.3% year-on-year.
——Transportation and logistics remain unobstructed, and the construction of a unified national market is progressing steadily. In the first quarter, sales revenue of the transportation and logistics industry increased by 7.8% year-on-year, of which multimodal transport and express delivery services increased by 22% and 20.6% year-on-year, respectively, reflecting the enhanced transportation carrying capacity of new forms and new models. The national inter-provincial trade sales accounted for 40.2% of the total sales revenue, an increase of 0.7 percentage points from the same period last year, reflecting that the inter-provincial trade in goods and services is relatively smooth.
"Since this year, with the gradual implementation of more active fiscal policies and moderately loose monetary policies, coupled with the implementation and effectiveness of the package of incremental policies and stock policies issued last year, the economy achieved a good start in the first quarter, and the development trend was new and positive." Shen Xinguo, Director of the Tax Service Department of the State Administration of Taxation, said that the tax department will focus on implementing the State Council's deployment of "Efficiently Doing One Things" and carry out the "Spring Breeze Action for Convenient Taxation" for the 12th consecutive year, continue to increase efforts to implement tax and fee support policies, integrate and launch a series of service measures to benefit enterprises and the people, continuously improve the level of tax and fee services, and further promote high-quality economic and social development.
