Xinhua News Agency, Beijing, March 23 (Reporters Han Jie and Dong Xue) Premier Li Qiang attended the opening ceremony of the 2025 Annual Meeting of the China Development Forum in Beijing on the morning of March 23 and delivered a keynote speech.
Li Qiang said that as President Xi Jinping pointed out, development is the eternal theme of human society. Everyone is very concerned about China's economic development and the direction of global development. For some time, there have been many observations and analysis of China's economic and world situation based on different levels and perspectives, including many insightful opinions. Here I would also like to share some observations and thoughts with you from three perspectives.
The first perspective: From the perspective of the "Spring Festival economy", China's development vitality. Around the Spring Festival this year, a number of phenomenal highlights emerged in China's economy. The consumer markets such as movies, ice and snow, and culture and tourism are full of hot spots, showing the huge potential of the domestic economic cycle. Technological breakthroughs represented by startups such as "Hangzhou Six Little Dragons" continue to emerge, showing the huge energy of innovation and creation. Green economies such as green home appliances and new energy industries have become popular, showing huge room for transformation and development. New momentum in different fields continues to accumulate and grow, which will surely bring lasting and vigorous development momentum to China's economy.
The second perspective: read China's economic policies from the National People's Congress and the Chinese People's Political Consultative Conference. This year, China's economic growth target is set at around 5%, which is not only due to its deep grasp of China's economic basic conditions, but also from its firm confidence in its own governance capabilities and future development potential. We will focus on combining increasing policy efforts with stimulating market forces and strive to achieve this expected goal. On the one hand, we will implement more active and effective macro policies, further increase countercyclical adjustment efforts, and introduce new incremental policies if necessary to provide strong support for the sustained improvement and stable operation of the economy. On the other hand, deepen economic system reform, continuously promote the construction of a unified national market, strive to break through the bottlenecks and catch points in the economic cycle, further create a good development environment for all types of business entities, strengthen policy support for enterprise innovation and creation, and enhance the internal driving force of development.
The third perspective: Thinking about the right path of world development and progress from the international changes. Today's world economy is fragmented and instability and uncertainty are increasing. It also requires countries to open up markets and enterprises to share resources, work together to resist risks and challenges, and achieve common prosperity. China has always closely linked its own development with global development, adhered to the correct direction of economic globalization, practiced true multilateralism, and strived to be the stable and certain force of the cause of global peaceful development. We will unswervingly promote open cooperation, advocate fair competition under international common rules, maintain the smooth and stable of free trade and the global industrial chain and supply chain, continue to open our arms to welcome enterprises from all countries, further expand market access, actively resolve corporate concerns, and help foreign-funded enterprises deeply integrate into the Chinese market. We hope that entrepreneurs will be firm defenders and promoters of globalization, work together and cooperate sincerely, resist unilateralism and protectionism, and achieve greater development in mutual benefit.
