On the 9th, at the press conference on the people's livelihood theme at the Third Session of the 14th National People's Congress, Minister of Housing and Urban-Rural Development Ni Hong said that in 2024, the central government made important arrangements to promote the stop of decline and stabilize the real estate market. The Ministry of Housing and Urban-Rural Development, together with relevant departments, launched a "combination punch" to fully promote the real estate market to stop falling and stabilize. Relevant departments will adhere to the principle of combining long-term and short-term and treating both symptoms and root causes, resolutely stabilize the real estate market, and focus on promoting the sustained and healthy development of the real estate market from four aspects.
First, further consolidate the effectiveness of the policy "combination punch". Fully release the positive effects of policies such as interest rate cuts, loan increases, and tax cuts to benefit more people; continue to fight the tough battle of "guaranteeing houses" and effectively safeguard the legitimate rights and interests of home buyers; we must increase the intensity of loans on the "white list" and include all qualified real estate projects on the "white list" in accordance with the requirements of "going all those who should enter and lending all those who should lend", provide strong financing support, and fully guarantee project construction and delivery.
The renovation projects of urban villages and dilapidated old houses will also be implemented more. On the basis of adding 1 million units in 2024, we will continue to expand the scale of renovation and steadily promote monetary resettlement, so that urban villagers have more choices and realize their dream of living as soon as possible, and at the same time, it will also help digest the existing commercial housing. During the implementation process, urban village renovation should be adapted to local conditions, and various methods such as post-demolish reconstruction, rectification and upgrading, and combination of demolition and renovation; the renovation of dilapidated houses should be accelerated through various ways such as new construction after demolition, reconstruction of original site, reconstruction and expansion, earthquake-resistant reinforcement, etc., to promptly eliminate safety hazards, improve residents' living environment, and solve the urgent and difficult problems of the people.
In addition, in terms of acquisition and storage, local governments will be supported to fully exercise their autonomy in terms of acquisition entities, prices and uses. The commercial housing purchased will be given priority to affordable housing, urban village renovation resettlement housing, talent housing, youth apartments and employee dormitories.
Finally, we will reform and improve basic systems such as commercial housing development, financing, and sales, accelerate the construction of a new model of real estate development, adapt to the people's needs for high-quality housing, promote the construction of safe, comfortable, green and smart "good houses", and promote the stable and healthy development of the real estate market.
