"Academic status management is an important part of the national education management system. Its fundamental purpose is to establish a complete academic status management system to uniformly and standardize the education process of students, so that their education will not be affected by changes in their parents' place of residence or work, and ensure that they enjoy complete right to education." Cai Hailong, associate professor at the School of Education of Capital Normal University, said, "The Measures focus on comprehensively protecting students' right to education, and revise and improve the original academic status management system from the aspects of improving the system and mechanism, standardizing the management process, and strengthening guarantee and support."
Su Junyang, a professor at the Department of Education of Beijing Normal University, saw that the Measures further simplified cross-provincial transfer materials and realized the "one-stop service" for cross-provincial transfers; stipulated that the cancellation time for students with deceased students will be extended from the original 10 working days to 60 working days; especially in the management of special education students' academic record, it is stipulated that the right to change students' academic record is moderately relaxed, and the documents before the revision provide operational plan guidance and process specifications for students' academic record changes. "These regulations focus on optimizing services and humanistic care, and effectively protect students' right to education," said Su Junyang.

Su Junyang introduced that, for example, the Measures clearly state that the student status should be "the person and the membership should be consistent, and the membership should follow the person", strictly control the entry level at the source, refine operation requirements, ensure the accuracy of information updates during the student status change, and improve the quality of student status change management. For example, the Measures clarifies the concept of "slow learning" and determines its handling process and responsible units. In order to prevent the "suspending school" system from being abused, this revision also strictly limits the "suspending school" period, which generally cannot exceed one academic year. After the expiration of the period, if students still cannot attend school, they should apply again. During this period, the student status of the "suspending school" will be temporarily suspended to ensure the standardization and seriousness of the student status management.
For education administrative departments and schools, the Measures provide a clearer practical path for student status management.
"The Measures have widely solicited opinions and suggestions from grassroots level, which are highly operational." Wang Zhigang, general supervisor of the Shandong Provincial Department of Education, said that the Measures have clarified the responsibilities and obligations of five-level personnel at the ministry, province, city, county and school level in terms of academic record management, "has both a unified basic principle of bottom-linearity, and leave a certain operating space for local governments to carry out specific work according to local conditions." The Measures adjust the time for new students to establish a citizenship from the original "within 1 month after admission" to "within 2 months after admission". From the perspective of the education administrative department, the Measures to promote the "one-stop service" of cross-provincial transfers and promote the use of electronic diplomas in various provinces will further enhance the people's sense of gain. Wang Zhigang told reporters that Shandong Province has listed this work as a matter of doing practical things for the people in 2025 to promote it.
