Urban-rural integrated development is an inherent requirement for solving the problems of imbalanced urban and rural development and insufficient rural development. It is also an important path to stimulate the potential of domestic demand and expand the space for high-quality development. It is also a key tool to promote coordinated development of regional economy and achieve common prosperity for all people. In recent years, various places have established and improved the system and mechanism for urban-rural integrated development, and have made positive progress in achieving mutual complementarity and promotion and common prosperity between cities and rural areas. In the future, more pragmatic measures need to be taken to effectively promote reform.
Develop county economies with their own characteristics. On the one hand, coordinate urban and rural planning and construction, and achieve integrated design and promotion. According to the differences in geographical conditions, resource endowments, industrial foundations, cultural customs, etc. in different regions, optimize the scale, layout and structure of urban and rural spaces, and actively explore different paths of urban-rural integration development. On the other hand, accelerate the interconnection of urban and rural infrastructure and promote the integrated investment and construction of new infrastructure such as livability, resilience, wisdom, greenness, and humanities.
Promote equal exchange and two-way flow of urban and rural factors. In the early years, Zhejiang showed a clear gap in the division and development of "mountain and sea" based on the "Qingda Line" connecting Qingliang Peak in Lin'an, Hangzhou and Cangnan Dayu Town in Wenzhou. Today, through "mountain and sea cooperation", Zhejiang has become one of the provinces with the smallest urban-rural gap and the most balanced regional development in the country. It can be seen that the two-way flow of urban and rural factors is a key measure to build a new type of urban-rural relationship and achieve urban-rural integrated development. To this end, we should improve the factor market system and rules, continue to deepen the reform of the rural land system, improve the financial investment guarantee mechanism, and encourage more high-quality resources to be allocated to key areas and weak links in the comprehensive revitalization of rural areas. At the same time, we will optimize the construction of urban and rural talent teams, establish and improve the modern rural financial service system and scientific and technological achievements transformation mechanism, and create a good innovation and entrepreneurship environment that encourages the two-way flow of urban and rural talent resources.
Actively promote the equalization of basic public services in urban and rural areas. Although urban and rural areas have achieved "existence" in basic public services such as education, medical care, social security, and pension, there are still uneven public services to a certain extent. We should place the filling of the shortcomings of basic public services in rural areas in an important position and promote the extension of the basic public service system in the urban areas in an orderly manner. Focusing on implementing a new round of urbanization actions for agricultural migrant population, we will improve the system of providing basic public services to permanent residence, and fully protect the rights and interests of agricultural migrant population as urban residents. Provide effective transfer payments to key ecological functional areas, main agricultural product production areas, and difficult areas.
