Legal Daily News Reporter Zhang Chen According to the Ministry of Public Security, since 2024, the national public security organs have continued to promote the crackdown and rectification of drug-related crimes, deepen the special governance of new drugs and fentanyl substances, and steadily promote prevention education, drug ban, drug rehabilitation, drug production control and other work, promote new results in drug control work, and further consolidate and expand the overall positive trend of domestic drug situation. The public security organs carried out the "clearing the source and shutting down the flow" campaign in depth and comprehensively increased the crackdown on anti-drug law enforcement. From January 2024 to January 2025, a total of 38,000 drug crimes were cracked, 28.1 tons of various drugs were seized, and 7 major drug-related fugitives who were wanted on public rewards were successfully arrested.
In response to prominent problems such as the production and trafficking of abusive drugs and new psychoactive substances, the public security organs, together with relevant departments, have comprehensively adopted monitoring and early warning, legal management, administrative supervision, and law enforcement crackdowns to carry out special governance to effectively control the spread. In 2024, 46 new psychoactive substances and 4 kinds of erotic drugs were added in China, and 11,000 criminal cases involving erotic drugs were cracked. In response to the most prominent problem of etomidate "e-top e-cigarettes" in adolescents, a special crackdown has been deployed to crack down on a number of etomidate dens. On this basis, the State Anti-Drug Office, the Ministry of Public Security, together with the State Tobacco Monopoly Administration, issued the "Opinions on Further Strengthening the Crackdown and Rectification of Illegal and Crimes of "Shangtou Electronic Cigarettes", focusing on rectifying the chaos of drug-related and banned substances in the use of e-cigarettes, and curbing the spread of the abuse of "Shangtou Electronic Cigarettes".
The public security organs insist on using chemical control as the source of measures to curb drug production at home and abroad, strengthen the verification of suspicious transactions of chemicals that are prone to drug production and reverse investigation of the source of drug production raw materials. In 2024, a total of 151 cases of drug production were cracked and 1,427.4 tons of drug production were seized. 7 new types of predisposing drugs have been added in China, and 24 types of predisposing drugs have been added to export to specific countries (regions). At the same time, we will optimize and improve the full process supervision of chemicals that are prone to drugs, establish product identification and traceability supervision mechanisms, and promote the closed-loop management of chemicals that are prone to drugs.
At the same time, the public security organs are pragmatically promoting international cooperation in drug control, relying on platforms such as the United Nations, Interpol, the Greater Mekong Subregion, the Shanghai Cooperation Organization's anti-drug cooperation mechanism, and the BRICS anti-drug working group, to strive to promote the resolution of international and regional drug problems. China has also consolidated and developed cooperation with key countries and regions, promoted the consolidation of bilateral dialogue mechanisms, carried out joint anti-drug operations on "Safe Waterways", and cooperated to arrest major drug-related fugitives, achieving remarkable results.
In addition, the public security organs have innovatively carried out drug prevention education, especially in response to the problem of drug abuse among young people. They have jointly carried out thematic publicity and education activities with the Propaganda Department of the Central Committee and other departments, organized short video collection and exhibitions, held popular science exhibitions for preventing drug abuse among young people, and jointly carried out the "five ones" special education on drug prevention for students at the start of the fall. The 2024 National Youth Anti-Drug Knowledge Competition was held, and more than 91.22 million teenagers participated in it.
