A notice was issued to increase the efforts of finance to help enterprises stabilize and expand jobs, increase the credit limit, increase the maximum credit limit for small and micro enterprises from 30 million yuan to 50 million yuan, expand the scope of support, include small and micro business owners and individuals such as individuals in the same industry and business, and have the maximum credit limit of 10 million yuan, lower the application threshold and interest rate level, and improve loan convenience. Since the establishment of the special loan for stabilizing and expanding jobs, more than 640 billion yuan of loans have been issued, helping to stabilize and expand more than 5.3 million jobs.
The third is to strengthen the implementation of policies that benefit enterprises. Fully release policy dividends such as employment subsidies, job stability refunds, and social security fee reductions, expand the scope of job expansion subsidies, and continue the policy of increasing people and capital increase in state-owned enterprises. A new round of unemployment insurance policy to stabilize jobs and benefit the people has been introduced. In the first quarter, the phased reduction of unemployment insurance premiums reduced the cost of enterprises by 45.6 billion yuan, and 3.52 billion yuan of job stabilization funds were distributed to 588,000 enterprises.
Fourth, focus on promoting employment for key groups. The State Council held a video conference to deploy and promote employment and entrepreneurship for young people such as college graduates. In response to new situations and new characteristics such as the scale of college graduates hit a new high and the prominent structural employment contradictions this year, we will work with relevant departments to issue a notice on the employment of college graduates and other youths in 2025. The Ministry of Human Resources and Social Security, together with the Ministry of Education and Guangdong Province, jointly held the launch ceremony of the spring special event for joint recruitment of college graduates in cities across the country and the large-scale comprehensive job fair for the "Million Talents Come to South Guangdong". On the day of the event, more than 1,200 enterprises and institutions provided more than 50,000 jobs, and nearly 120,000 college graduates entered the site to find jobs. As of April 10, the city joint recruitment spring special session has launched more than 10,000 recruitment activities, more than 350,000 employers have provided 6.97 million job information, and nearly 7.42 million graduates have participated in job hunting. Organize the "Employment Assistance Month", and during the New Year's Day and Spring Festival, we will focus on delivering jobs, services, policies and warmth to those in need. Focusing on rural workers who are willing to find employment and start businesses and employers with employment needs, we continue to carry out activities such as spring breeze action and spring warm migrant workers.
