People's Daily, Beijing, April 18 (Reporter Ding Yiting) The National Development and Reform Commission and the National Energy Administration jointly issued the "Implementation Plan for the Special Action to Upgrade the New Generation of Coal-Power Power (2025-2027)" and proposed to promote the transformation and upgrading of a number of active-service units, strive to comprehensively improve the level of new unit indicators, and actively and orderly carry out pilot demonstrations of the new generation of coal-Power Power.
my country's coal-fired power accounted for less than 40%, providing about 60% of the power generation, 70% of the peak capacity and nearly 80% of the regulation capacity, and has built the world's largest clean coal-fired power supply system. Coal-fired power is the economically reliable heat supply entity in my country at this stage and is an important guarantee for people's livelihood heating and industrial heat.
"In recent years, the global energy landscape has been profoundly adjusted. Under the pressure of coordinating energy transformation and safe supply, coal-fired power is facing the challenges of further transformation and development." A relevant person in charge of the National Energy Administration said that the special action for upgrading the new generation of coal-fired power has established and improved a coal-fired power technical indicator system from four aspects: clean carbon reduction, safe and reliable, efficient regulation, and intelligent operation.
In terms of safety and reliability, the implementation plan focuses on two evaluation indicators, including the standard output rate of the guaranteed supply guarantee period declaration period and the number of non-planned suspensions during the guaranteed supply period. In terms of efficient regulation, six indicator requirements are proposed, including power supply coal consumption, low-load coal consumption increase, minimum output of deep peak shaving, load change rate, primary frequency regulation, start-stop peak shaving, etc. In addition to the minimum output of deep peak shaving and coal consumption for power supply, the other four indicators are clarified in industrial policies for the first time.
In terms of clean and low-carbon, it is proposed that conditions for low-carbon transformation should be reserved for new units, and low-carbon construction should be implemented with conditions. Actively promote the implementation of low-carbon transformation of active units. After the new generation of coal-fired power pilot demonstration units adopt carbon reduction measures, the carbon emission level of kilowatt-hours electricity should be reduced by 10% to 20% compared with the same type of units in 2024, and further improvement of carbon emission reduction levels is encouraged.
